This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. The solicitation number is
DAAL01-96-R-9857. This acquisition is issued as a Request for Proposal
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-42.
The associated standard industrial classification code (SIC) is 3825.
The small business size standard is 500 employees. The following is a
list of contract line item numbers and items, quantities and units of
measure. CLIN NO. 0001 - Design, build and install a compact Q-switch
Nd:YAG laser system which is injection-seeded to provide single
longitudinal mode operation and is configured to provide TEMoo spatial
output required for the study of non-linear optics (See specifications
below) 1 each. CLIN NO. 0002 - Design, build and install a compact
Q-switched Nd:YAG laser system which is injection-seeded to provide
single longitudinal mode operation and is configured to provide TEMoo
spatial output required for the study of non-linear optics (See
specifications below) 1 each. Description of requirements: CLIN 0001
laser shall provide a primary output of 1064nm with the capability of
frequency doubling to 532 nm. CLIN 0001 spatial profile: An aperture
within the oscillator is required to provide a true TEMoo output with
a Gaussian profile with a fit-to-Gaussian correlation constant of no
less than 0.95 in the far-field and at least 0.95 in the near-field.
The beam profile must be a Gaussian at all points along the optical
train. CLIN 0001 Output Energy: At 532nm, 10Hz, while operating in
TEMoo mode: Not less than 15 mJ. CLIN 0001 Pulse Width: FWHM values of
5-10 nanoseconds for both wavelengths. CLIN 0001 Linewidth: Less than
or equal to 0.004 cm-1. Beam Pointing Stability: No greater than
100+/-25 urads. CLIN 0001 Shot-to-Shot Energy Stability shall be as
follows: Stability shall be within +/-2.5% for 1064nm and within
+/-3.5% for 532 nm. CLIN 0001 Shot-to-Shot Energy stability shall be as
follows: Stability shall be within +/-2.5% for 1064nm and within
+/-3.5% for 532nm. CLIN 0001 Power Drift (long term) shall be as
follows: No greater than +/-3% for 1064nm and no greater than +/-5% for
532nm. CLIN 0001 Operational Wavelengths: Laser must be capable of
operating at 1064 nm or 532nm. Wavelength separation optics must be
able to completely isolate the 532nm output from the 1064nm output.
CLIN 0001 Electrical Requirement: The laser system must be able to
operate with current laboratory electrical capabilities of 208V, 20A,
1/o. CLIN 0001 Space Requirements: The laser head shall be less than 3
feet in length and the power supply shall be capable of fitting
beneath a standard optical table. CLIN 0002 laser shall provide a
primary output of 1064nm with the capability of frequency doubling to
532 nm and tripling to 355nm. CLIN 0002 Spatial Profile: TEMoo output
shall provide a Gaussian profile with a fit-to-Gaussian in the near and
far field to better than 85% when using a commercial beam code
diagnostic such as beam code by Big Sky. CLIN 0002 Output Energy: Shall
be greater than (10 Hz operation). 800mJ @ 1.064um; 400 mJ @ 532 nm;
200mJ @ 355nm. CLIN 0002 Pulse Width shall be FWHM of 9 nanoseconds at
1.064um. CLIN 0002 Linewidth shall be less than or equal to 0.004 cm-1
when seeded. The laser shall have the ability to run miltimode (100
MHz). CLIN 0002 Beam Pointing Stability shall be no greater than 100
urads. CLIN 0002 Shot-to-Shot Energy Stability shall be as follows:
Stability shall be within +/-2.5% for 1064nm; within +/-3.5% for 532nm
and within +/-4.0% for 355nm. CLIN 0002 Power Drift (long term) shall
be as follows: No greater than +/-3% for 1064nm; no greater than +/-5%
for 532nm and not greater than +/-5% for 355nm. CLIN 0002 Operational
Wavelengths: The laser must be capable of operating at 1064, 532 and
355nm. Wavelength separation optics must be able to completely isolate
the output. CLIN 0002 Electrical Requirements: The laser system shall
be able to operate with current laboratory electrical capabilities of
220C, 20A, 1/o. CLIN 0002 Space Requirements: The laser head should be
less than 3 feet in length and power supply should be capable of
fitting beneath a standard optical table ((20'' high). The system shall
have a 15' long power cord. Both CLIN 0001 and 0002 laser systems shall
consist of the laser head, injection seeded, harmonic generator,
separation optics, power supply, and controller. All necessary cables
and hoses shall be supplied with sufficient length to position the
laser head at least ten (10) feet for CLIN 0001 and fifteen (15) feet
for CLIN 0002 from the power supply. The contractor shall install the
lasers on-site at the interim facility located in Gaithersburg, MD and
pack, deliver and reinstall at ARL, Adelphi, MD. The contractor shall
demonstrate conformance to the specifications prior to acceptance. No
laser system will be considered that is within its first model year.
Both CLINs must meet the following specifications: Single Longitudinal
Mode: The laser shall maintain SLM at least 99.9% of its operational
time when utilizing an injection seeded. The Repetition rate for both
lasers shall be optimized for operation at 10Hz, however the laser must
be capable of providing at least 2.5 Hz and single shot operation. The
flashlamps must fire at 10Hz regardless of selected rep-rate. Laser
heads for both systems shall be less than 3 ft in length and power
supply shall be capable of fitting beneath a standard optical table.
Replacement parts shall include 4 flashlamps and 2 of every other
consumable item for the laser system (water filters, air filter, etc.).
At least two (2) copies of the manual shall be delivered with each
laser system. Delivery to the interim facility is required NLT 30 April
1997. Delivery shall be made to Army Research Laboratory, Shady Grove
Industrial Park, 8705 Grovemont Circle, Building C, Gaithersburg, MD
20884. The Government will notify the contractor of the delivery date
to the Adelphi faciliity, three months prior to the expected delivery.
Acceptance shall be performed at Shady Grove. The FOB point is
destination. The provision at 52.212-1, Instructions to Offerors -
Commercial, applies to this acquisition. The following addenda have
been attached to this provision. 52.211-14, 52.215-16, 52.216-1 and
52.233-2. The provision at FAR 52.212-2, Evaluation - Commercial Items
is applicable to this acquisitin. The specific evaluation criteria to
be included in paragraph (a) of that provision are as follows: Offeror
shall provide a detailed description of the technical approach used
which shall address the feasibility of the system design in meeting the
required specifications as set forth above. The offeror shall provide
a detailed list of specifications of the proposed laser systems which
shall address specifics related to size, weight, cooling, and
electrical requirement. The offeror shall provide a detailed list of
specifications of the proposed laser systems addressing their spatial
and temporal properties, output energy, linewidth, repetition rates,
beam divergence and stability, temporal jitter, energy stability, long
term power drift and operational wavelengths as detailed above. The
offeror shall describe past contractual performance on three systems
similar to the ones to be procured, during the last three years. The
offeror shall provide pertinent information to include agency/company,
contract number (if applicable), technical representative's name,
address and phone number, final cost and actual delivery date. The
offeror shall propose a schedule for completion of both of these
systems. Offerors shall include a completed copy of the provision at
52.212-3, Offeror Representations and Certifications - Commercial
Items, and DFARS 252.212-7000, Offeror Representations and
Certifications - Commercial items, with its offer. Offerors shall also
include their Contractor Establishment Code (CEC) and Commercial and
Government Entity (CAGE) Code. The clause at 52.212-4, Contract Terms
and Conditions - Commercial Items applies to this acquisition. The
following addenda have been attached to this clause: 252.212-7001,
252.219-7006, 252.225-7001, 252.225-7012, 252.233-7000, 52.203-3,
52.211-15, 52.211-16, 52.211-17, 52.225-11, 52.232-17, 52.232-28,

252.232-7006. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders - Commercial Items,
applies to this acquisition. The following additional FAR clauses
cited in this clause are applicable: 52.203-6, 52.203-10, 52.219-8,
52.222-26, 52.222-35, 52.222-36, 52.222-37 and 52.048-4400. The local
clause 52.048-4400, Acquisition Reform Incentives (Jul 1996) (96-DEV-4)
applies to this procurement. The following additional contract
requirement(s) or terms and conditions apply: The contractor shall
provide an industry standard warranty to include parts and labor, for
a period of one (1) year from the date of delivery. This acquisition is
rated under Defense Priorities and Allocations System (DPAS) as DO.
