394-1365. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation number is DAAL01-96-R-9878. This acquisition is issued as
a Request for Proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-42. The associated standard industrial
classification code (SIC) is 3825. The small business size standard is
500 employees. The following is a list of contract line item numbers
and items, quantities and units of measure. CLIN NO. 0001 Design,
fabricate, test and deliver a Spectroscopic Ellipsometer 1 ea CLIN NO.
0002 Disassemble, pack, move and re-install Ellipsometer at Physical
Sciences Directorate Office, Adelphi, MD 1 lot The contractor shall
design, fabricate, test and deliver a spectroscopic ellipsometer
capable of making ellipsometric measurements over a broad range of
wavelengths meeting the below requirements. The contractor shall use
either contractor made or commercially available components whenever
appropriate to minimize cost and fabrication time for the system. The
system shall be built and tested to meet the required operation,
calibration and test needs/requirements at the contractor's site. The
system shall utilize a xenon white light source, a fixed polarizer and
a step scan analyzer and diode array spectrometer for its operation in
the UV/VIS and near IR range. The light source for the NIR region shall
consist of a halogen lamp and a rapid scan interferometer modulator
which introduces the use of Fourier transform spectroscopy into the
ellipsometer. The typical system resolution is 2 cm-1 in the near IR
range. The ellipsometer shall be computer controlled and include a
personal computer and a printer with 486 microprocessor or higher and
SPECTRARY software capable of operating the system, calibration, and
evaluation presentation of the date. The software shall be FRAMS based
and capable of providing ellipsometric measurements. In addition, the
softwares include the ability to calculate or present 2D/3D
presentation graphics. The system shall include the following: (1)
Computer controlled gonionmeter, (2) Micro spot capability, (3)
Improved range and (4) UV/VIS & Near IR Compensator. Delivery shall be
16 weeks after contract award to the interim Government site (as yet
to be determined but within 60 miles of ARL, Adelphi, MD). Upon
notification by the Government, the contractor shall disassemble, pack,
move and install the ellipsometer at the new Physical Sciences Division
(PSD) building in Adelphi, MD. The contractor shall calibrate and
perform necessary tests on the system to meet its orginial
specifications, at no additional cost to the Government. The contractor
shall perform system installation and training on the ellipsometer at
the interim site. The training shall include start-up, installation and
general customer familiarization with the system, and informal training
on the operation of the unit. The acceptance test shall be held at the
interim site according to the criteria specified in the standard
operation manuals to be delivered with the ellipsometer. The provision
at 52.212-1, Instructions to Offerors-Commercial, applies to this
acquisition. The following addenda have been attached to this
provision: 52.215-16, 52.216-1 and 52.233-2. The provision at FAR
52.212-2, Evaluation - Commercial Items is applicable to this
acquisition. The specific evaluation criteria to be included in
paragraph (a) of that provision is as follows: Documented ability of
contractor to meet Government requirements. Offerors shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror
Representations and Certifications - Commerical Items, with its offer.
Offerors shall also include their Contractor Establishment Code (CEC)
and Commercial and Government Entity (CAGE) Code. The clause at
52.212-4, Contract Terms and Conditions - Commercial Items applies to
this acquisition. The following addenda have been attached to this
clause: 252.225-7001, 252.225-7012, 252.233-7000, 52.203-3, 52.211-15,
52.211-16, 52.211-17, 52.215-43, 52.225-11, 52.232-17, 52.232-28,
52.242-13, 52.247-34, 252.225-7002, 252.225-7009 and 252.232-7006. The
clause at 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders - Commercial Items, applies to
this acquisition. The following additional FAR clauses cited in this
clause are applicable: 52.203-6, 52.203-10, 52.219-8, 52.222-26,
52.222-35, 52.222-36 and 52.222-37. The clause 52.048-4400, Acquisition
Reform Incentives (Jul 1996) (96-DEV-4) applies to this procurement.
The following additional contract requirement(s) or terms and
conditions apply: The contracator shall provide a standard industry one
year warranty. The contractor shall provide two sets of standard
operation manuals and an original contractor calibration certificate at
the time of delivery. The following Commerce Business Daily numbered
notes are applicable: Number 22 - The proposed contract action is for
supplies or services for which the Government intends to solicit and
negotiate with only one source under authority of FAR 6.302. The
proposed sole source contractor is Micro Photonics, Allentown, PA.
Interested persons may identify their interest and capability to
respond to the requirement by identifying themselves and give written
notification to the contracting officer, and provide supporting
evidence to the contracting officer within fifteen (15) calendar days
after date of publication of this synopsis. The final determination by
the Government not to open this requirement to competition, based on
any information provided, is solely within the discretion of the
Government. This notice of intent is not a request for competitive
proposals. This acquisition is rated under Defense Priorities and
Allocations System (DPAS) as DO. Offers are due on 21 November 1996,
2:00 pm, at the Army Research Laboratory, 2800 Powder Mill Road,
