requirement for a Liquid Chromatograph/Drug Profiler and intends to
negotiate with Bio-Rad Laboratories as the only source. Procurement of
this item on an other than full and open competition basis is
anticipated from Bio-Rad Laboratories. This is a combined
synopsis/request for quotation for commercial items prepared in
accordance with format in FAR Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only request for quotation; quotations are being
requested and a written request of quotation will not be issued.
Responses must contain sufficient documentation to establish a bonafide
capability to fulfill the requirements. The request for quotation
number is N62645-97-Q-1000. The request for quotation document and
purchase order incorporates provisions and clauses are those in effect
through Federal Acquisition Circular 90-41. The standard industrial
classification (SIC) code is 3826. The small business size standard is
500 employees. Bio-Rad Laboratories, 4000 Alfred Nobel Drive,
Hercules, CA 94547 shall satisfy this requirement by providing the
Remedi HS Drug Profiling System, PN: 195-7103, Qty 1 each; operators
manuals, Qty 2 each, service manuals, Qty 2 each. The system shall be
used in forensic toxicology drug testing which shall identify
metabolites from urine at a concentration of 100 - 300 ng/ml. System
specifications: The system shall be capable of broad spectrum
identification of all possible drug or drug combinations with a minimum
library of 500 basic drugs using high performance liquid
chromatography. The system shall be capable of screening urine and
serum samples identifying both prescribed and illicit unknown drugs for
toxicology. Included in this library of drugs are some of the Schedule
I and II drugs of abuse listed in 21 U.S.C. 812 as drugs which may
lead to severe psychological or physical dependence if abused. The unit
shall not require individual reagents for each drug screened. The unit
shall screen each sample for at least 500 drugs all during the same
run, thus precluding the need for extraction of the sample and prior
knowledge of the type of drugs screened. The unit shall have a capacity
of not less than 50 samples. The unit shall be capable of complete
analysis, data reduction, and report generation in not greater than 20
minutes per sample. The unit shall include hardware and software
including a printer to operate the system. The unit shall include a
power conditioner and a centrifuge. Delivery and acceptance will be at
the Navy Drug Screening Laboratory, San Diego, CA 92134-5298 by 30 Dec
96. FOB is destination. The clause at 52.212-4, Contract Terms and
Conditions-Commercial Items, applies. The Clause 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies. In compliance with the said clause,
the following additional clauses apply: 52.222-26, Equal Opportunity;

Veterans; 52.222-36, Affirmative Action for Handicapped Workers;
52.222-37, Employment Reports on Special European Union Sanction for
End Products. The provision at 52.212-1, Instructions to
Offerors-Commercial Items, applies and offers shall be evaluated for
fair and reasonable price and technical acceptability. Offerors shall
include a completed copy of the provision 52.212-3, Offeror
Representations and Certifications-Commercial Items, with their offer.
