for a real-time comprehensive monitoring system for the U.S. and
international financial markets and news. This source must provide
on-line price and volume information for U.S. and international stock,
options, and futures markets, as well as news wires. Specifically, the
service must offer 1) real-time access to every domestic and
international stock and future exchange worldwide, 2) comprehensive
financial news coverage of all major international and domestic
corporations, 3) multi-window data access, 4) real-time data exchange
and manipulation, 5) access to U.S. and international Government Bond
and Eurobond quotes and news, and 6) graphics, and mouse command
features. The Securities and Exchange Commission has determined through
market surveys and extensive research in related periodicals and
documents that Reuters Amercia Inc., 1333 H. Street, N.W., Suite 510,
Washington, D.C. 20005, is the only know source capable of meeting this
requirement. Accordingly, the SEC intends to award a sole source
contract to Reuters Information Services, Inc. for this service for the
period of October 1, 1996 through September 20, 1997. See Note 22
