Fitzgerald, Jr., 301/496-9203 The National Institute of Neurological
Disorders and Stroke (NINDS), National Institutes of Health, intends to
negotiate a contract with Marine Biological Laboratory (MBL), Woods
Hole, Massachusetts, on a sole source basis for logistical support for
the Institute's Division of Intramural Research (DIR). The DIR, NINDS,
has operated its Laboratories of Biophysics, Neurobiology, Molecular
and Cellular Neurobiology and Neurochemistry at an outside marine
laboratory on a part-time basis over the last eigh t years. A five year
program beginning in May 1997 is anticipated. This program will support
important research in neural cells and neural cell membranes, neuronal
signaling, and short and long term memory mechanisms. It is based on
the need in the NINDS, DIR, for live squid and other marine
invertebrates to investigate the cellular functions underlying central
nervous system function. MBL will provide a science based working
environment at a marine facility with capabilities to collect and hold
the atl antic squid, Loligo Pealli, and other marine invertebrates.
Support will include technical services in the areas of mariculture,
biochemistry, and computer programming. Logistical support will be
required in the areas of squid collection, shop services, photo and
graphics, and laboratory space. The prerequisite knowledge, skilled
personnel, experience, and facilites for performance of this proposed
acquisition by the MBL has been demonstrated by its previous support
provided under similar contracts. The MBL is considered the only
responsible source for this work pursuant to 41 USC 253(c)(1) as set
forth in FAR 6.302-1. Inherent duplication of cost to the Government
and unacceptable delays in obtaining this support make competition of
this requirement not feasible. This is not a Request For Proposals
