Standards and Technology (NIST) is interested in procuring A/Eservices
with an emphasis on building exterior closure refurbishments. NIST is
a research and development (R&D) facility with thirty-two (32)
buildings located on a 232 hectare site in Gaithersburg, Maryland. The
majority of the buildings are of the brick exterior construction and
are approximately 27-32 years old. There are approximately 185,000
g.s.m. of R&D space, 32,515 g.s.m of office space, and 21,830 g.s.m of
service space on the NIST campus. ---Projects will include, but are
not limited to, the evaluation, renovation, modification, replacement
and upgrading of the building exterior closure systems. The work will
include field investigations, surveying, and document preparation.
Document preparation will include engineering feasibility studies,
conceptual designs and reports, contract drawings and specifications,
design calculations, cost estimates, and project schedules.
---Specialized qualifications include demonstrated experience in the
evaluation and refurbishment of building exterior closure systems
especially in terms of minimizing air infiltration and rain penetration
at a campus type facility or similar largescale facility. The principal
field of professional expertise required will be the architectural
evaluation and refurbishment of building exterior closure systems,
although some projects may also require structural, mechanical, and
electrical capabilities. ---An indefinite delivery, indefinite quantity
(IDIQ) contract is anticipated. It is anticipated that this effort will
be for a base period oftwelve (12) months with option for renewal for
four (4) additional twelve (12) month periods. A fixed price for each
task/delivery order for specific services will be negotiated on an as
needed basis. The proposed contract will have a maximum annual monetary
ceiling of $750,000. In addition to the evaluation factors identified
in Numbered Note 24, the following evaluation criteria in the selection
of an A/E firm includes: (1) Professional qualifications of the present
staff and consultants, if any; (2) Recent specialized experience of the
proposed design team on building exterior closure projects and
contracts; (3) Previous federal design experience for building exterior
closure projects; (4) Ability of the firm to respond to specific tasks
within the required time frame;(5) Metric design experience; and (6)
Location of the firm in the general geographical area of NIST,
Gaithersburg, MD.This requirement is 100% small business set-aside (SIC
Code 8711, size standard $2.5 million). Qualified small business A&E
firms are invited to submit completed Forms 254 and 255, U.S.Government
Architect-Engineer Qualifications. Data should be submitted within
