offers for existing space, sites, or construction of a building for a
new leased Main Post Office of 4,168 net interior square feet on a site
to be controlled by the offeror of approximately 43,560 square feet.
The preferred area is between Spring Street and State Street and First
Street and Seventh Street. Offerors will be required to show adequate
control or ownership of any site or space offered. Sites may be
offered for control by the Postal Service and later assignment for
purchase to a third party for construction of a Post Office to USPS
specifications. Upon being awarded a contract for construction of a new
facility, lessor will be required to acquire the site, construct the
specified building, and lease it to the U.S. Postal Service for the
agreed upon rental for a firm period of 20 years, with two firm
five-year renewal options. Existing space may be offered as is, or with
improvements to USPS specifications, for the agreed upon rental for a
firm period of 20 years, with two firm five-year renewal options. Any
award made under this solicitation will be made to the responsible
offeror whose proposal is complete, and includes a site acceptable to
the U.S. Postal Service, whose proposal for the cost, location, lease
terms, overall project economics, operational benefits, past job
performance, and other factors is most advantageous to the Postal
Service. Bonds may be required. This is NOT a sealed bid advertisement,
and proposals will NOT be publicly opened. Solicitation packages will
be available on or about November 1, 1996, for a $50,00 NON-REFUNDABLE
fee. Forward cashier's check or money order made payable to ``USPS
Disbursing Officer,'' to the attention of Diana Esguerra, A & D Draft
