Contract Specialist Code 213BP, (908) 323-2067. The Identification
Friend or Foe Interrogator Transponder Test Set (IFFITTS) shall be a
portable, hand-held test set capable of performing, for fixed for
rotary winged aircraft flight line operations, ashore or afloat, rapid
indication (accept/reject) of operational readiness for AIMS MK XII
transponders and AIMS 65-1000 interrogators. The IFFITTS is being
procured to replace current inventory MK XII test equipment:
AN/APM-349, AN/APM-378 and AN/APM-424 Test Sets. The IFFITTS will be
used at fixed or rotary winged aircraft flight lines, ashore or afloat,
day and night. The equipment will be repaired at the Intermediate Level
and operated by properly trained technicians. The primary focus for the
equipment will be an identification of Unit Under Test (UUT)
operational status via a go/no-go status check. The following list of
requirements may not be all inclusive. Detailed description of the
required capabilities and performance parameters will be provided in
the Solicitation: Testing will be accomplished through radiated and/or
direct coupled testing of MK XII transponder and interrogator modes
1,2,3/A,C and IFF Mode 4. The unit shall contain provisions for
expandability to support Mode S, TCAS Level II, operation. The unit
must be capable of storing and zeroizing Mode 4 data from KIR-1C,
umbilical hookup to KIT-1C and provisions for expandability to support
interface capabilities with the KIV-6 crypto applique module
(temp-installed). The unit shall utilize a 10 degree (+/-5 degrees)
Radiated Testing Directional Antenna, and shall also be be capable of
direct coupled testing. Input attenuation shall be automatic with a
manual override. The unit shall have a built-in test capable of
go/no-go isolation wo the SRA level. It shall be capable of operating
in temperatures from -10 to 55 degrees Celcius. The unit shall operate
with the following power requirements: 50 to 400 Hz, 115/230 VAC; 28
VDC batteries. The battery shall be available with in DOD inventory,
capable of 8 hours of operation. The unit shall weigh less than 25
pounds with lid and accessories, and shall weigh less than 18 pounds
during operation (battery pack installed). The unit shall be compatible
with a fixed or rotary winged aircraft flight line, ashore or afloat,
electromagnetic enviroment. The reliability shall be 1500 hours Mean
Time Between Failures. Maintainability requirements are 1 hour or less
Mean Time To Repair with O-I-D repair philosophy (or O-D if
applicable). Organic IMA repair and/or calibration capability,
technical publications, piece part ILS and training. A firm fixed price
contract is anticipated, five preproduction units to be provided in the
basic contract which will undergo contractor-performed testing and Navy
TECHEVAL. The option quantities are anticipated to be contracted on an
indefinite delivery, indefinite quantity basis, and priced according
to stepladder quantities. At this time, the maximum quantities to be
procured under each option are as follows: Option 1-200; Option 2-300;
Option 3-400; Option 4-400. Note that this quantity is subject to
change. This procurement has been transferred to NAWCAD Lakehurst from
NAWCAD Indianapolis, and was previously synopsized on June 7, 1996
under solicitation N00163-96-R-0068. Although the documentation is
being transferred, it is recommended that interested sources submit a
request to the NAWCAD Lakehurst Contracting Officer in order to ensure
inclusion on source list for this solicitation. Release of this
