35805-1990 A -- FLIGHT TEST ANALYSIS FOR ARROW POC Deborah Teague, Contract
Specialist, CSSD-CM-CN/Linda B. Gray, Contracting Officer, CSSD-CM-CN,
(205)955-1187 Reference DASG60-96-0104. The U.S. Army Space and
Strategic Defense Command intends to negotiate with Delta Research,
Incorporated, 315 Wynn Drive, Suite 1, Huntsville, Alabama 35805, for
continued effort under an existing contract which supports the PEO Air
and Missile Defense Arrow Project Office. This effort requires the
contractor to provide preflight predictions of Arrow target missile
performance, Arrow interceptor missile performance, and interceptor RF
seeker performance for flight tests; recommend any changes to
guidance, homing, fusing, or test range facilities and operations
acquiring the data appropriate for each test; provide post-flight
analyses of Arrow target and interceptor missile against expected
performance; and recommend changes to correct or improve design
deficiencies in time to maintain the flight schedule. Delta Research
has provided this particular support since the inception of the Arrow
Program. This acquisition will provide a short-term extension of the
existing contract (DASG60-91-C-0029) with Delta Research in order to
allow the orderly completion of on-going test support activities and to
provide transition support as necessary for any new source(s) for these
services which may emerge from the multiple-award Systems Engineering
and Technical Assistance Contract (SETAC) competition currently being
conducted under RFP DASG60-96-R-0005. This short-term extension to
contract DASG60-91-C-0029 with Delta Research will provide
approximately 9,750 additional person/hours of support over a period of
nine (9) additional months. Due to its unique background and experience
with the Arrow Program, Delta Research is the only known source that
can provide these required services within the timeframe of this
short-term extension. See Note(s): 22. (0313) Loren Data Corp. http://www.ld.com (SYN# 0005 19961112\A-0005.SOL)
