The Base Civil Engineer, 150th FW/CE, Kirtland AFB, NM, wishes select an Architect-Engineer for Type A Investigate, Type B Design, and Type C Inspection Services for the Squadron Operations Facility, PN: 929906. Design of a renovation of approximately 16,200 sq ft and an addtion of approximately 16,200 sq ft and an addition of approximately 6,100 sq ft to the Squadron Operations Facility. The addition/renovation shall be administrative office, mobility and flight equipment storage areas, briefing and training rooms, secured areas, vaults, restrooms, and mechanical rooms. The design shall include complete structural design of the addition/renovation, design of electrical, mechanical, HVAC systems, and roof system. The design shall include the design of auto/manual fire alarm/detection/suppression systems, telephone, CCTV, and computer conduit systems (local area network). The service shall include site utilities, site improvements, and exterior pavements and fencing. The design will be based on a Government provided project book. The construction cost range is between $1,000,000 and $5,000,000. The criteria to be used to evaluate and select the A-E firm is listed in descending order of importance: (1) Professional qualifications necessary for satisfactory performance of required services (2) Specialized experience and technical competence in type of work required (3) Capacity to accomplish work in required time (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (5) Location of firm (6) Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. The estimated start date is 1 April 1997 and completion date is 1 March 1998. A-E firms meeting the requirements described in this announcement shall submit a complete SF 254 US Government A-E Questionnaire and SF 255 A-E and Related Services Questionnaire within thirty (30) days of this publication along with a letter of interest identifying the project. If a current (less than one year old) SF 254 has previously been submitted, a letter so stating should be submitted within the above time frame to assure consideration, however, a current SF 255 is still required. A negotiated firm fixed price contract is contemplated. This is not a Request for Proposal. The proposed contract is unrestricted to small and large business concerns. (311)
