Office of Justice Programs (OJP) is seeking a contractor to provide
accounting system support for three major components (The Transactions
Processing Subsystem, Report Subsystem, and the Grant Related
Subsystem) of OJP's Accounting System to the Accounting Division and
OJP's Program Offices and Bureaus (BJS's Local Law Enforcement, Church
Arson Prevention and SCAAP Programs, and COPs). The accounting support
includes the following tasks: Task 1) Mainframe Programming Support -
Install and maintain all mainframe programs, Task 2) Microcomputer
Software Support - Install and support the microcomputer based ATOMIC
system, Task 3) Technical Assistance and Consulting - Assistance in the
conversion from the current system and technical assistance for the
migration to a Department of Justice-wide financial management system,
Task 4) Support of COPs Office - Mainframe and microcomputer
accounting system support for the COPs program, which include but are
not limited to mainframe and microcomputer COBOL, BASIC, LOTUS 1-2-3,
IBM JCL, CMS, and EASYTRIEVE programming support for the development of
new systems and the modification of existing systems, and Task 5)
Special Assignments - Assignments within each of the above tasks. The
anticipated period of performance shall be a base year of 12-months and
three option years of 12 months each. This requirement is 100% small
business set-aside and all interested offerors shall submit a written
request for RFP: OJP-97-R-001 NLT 15 days subsequent to the date of
publication of this announcement. Anticipated date of RFP issuance is
on or about December 5, 1996. Proposals will be evaluated using the
best value approach and proposals from all responsible small business
