Ghana 233-21-231939. The work to be performed under the anticipated
contract includes training, technical assistance and commodity
procurement in order to achieve the desired program result, which is to
improve the quality of learning. The United States Agency for
International Development (USAID/Ghana) is conemplating the award of a
major five year technical assistance, cost plus fixed fee, contract in
primary education. The mission's second Strategic Objective (S.O.#2),
''Increased Effectiveness of the Primary Education System'', has
national level objectives with direct national, district, community and
school based activities. The Mission S.O. will demonstrate conditions
and processes, in targeted public primary schools, that are essential
to improving the quality of learning. At the same time, the environment
for spreading and sustaining those conditions and processes will be
encouraged and supported at the district and national levels. The
contractor will provide technical assistance, training and commodities
and manage activities in the following areas: 1)Develop and monitor a
model school program, 2)Promote effective teaching and instructional
supervision, 3)Improve personnel management systems, 4)Develop improved
curriculum, instructional materials and pupil assessment systems, and
5)Strengthen the capacity and authority of decentralized education
units to support effective schooling. Requests for copies of the RFP

tentatively scheduled for January 13, 1997, the exact date, time and
location will be specified in the RFP. The anticipated release date for
this RFP is on or about November 27, 1996. In order to receive
solicitation documents in a timely manner, requests should be received
by USAID/Ghana prior to this date. USAID/Ghana encourages and welcomes
in this activity the participation, to the fullest extent possible, of
minorities and women both as individuals and as members of contracting
or sub-contracting firms. In this respect, it is anticipated that the
prime contractor will make every reasonable effort to identify and make
the maximum practicable use of such personnel and firms. No telephone
