5, Jamaica. The United States Agency for International Development
(USAID) in Jamaica intends to contract for the services of an
individual to provide technical assistance under an eighteen month
contract to the Fiscal Policy Management Unit of the Ministry of
Finance and Planning (MOFP). The individual will Financial Secretary,
with undertaking a broad range of analyses on fiscal policy issues and
with setting in place related systems and procedures that strenghen
the Ministry and its capabilities in policy formulation and
implementation. Interested parties shall submit their request for the
RFP via FAX 809-929-9944 or by mail to the address above. The deadline
for submitting the proposals will be 30 calendar days after the
effective date of the RFP. Please note however, that in the interests
of saving time, photocopying and mailing costs, the preferred method of
distribution of USAID procurement information is via the Internet or by
request of a solicitation on 3.5'' floppy disk (WordPerfect 5.2

RFP, once issued, can be downloaded from the Agency Gopher. The Gopher
address is GOHER.INFO.USAID.GOV. Select USAID Procurement and Business
Opportunities from the Gopher menu. From there, choose the heading
USAID Procurements and then DOWNLOAD AVAILABLE USAID SOLICITATIONS. The
RFP can also be downloaded via Anonymous File Transfer Protocol (FTP).
The FTP address is FTP.INFO.USAID.GOV. Logon on using the user
identification of ''anonymous'' and the password is your e-mail
address. Look under the following directory for the RFP:

must be confirmed by written notification to the recipient of this
solicitation document to ensure that it has been received from INTERNET
in its entirety and USAID bears no responsibility for data errors
resulting from transmission or conversion processes. USAID encourages
the participation to the maxium estent possible of U.S. entities that
are small business concerns, small disadvantaged business concerns,
including women-owned concerns, historically Black colleges and
universities, whose student body is at least 40 percent Hispanic
American, and private voluntary organizations controlled by socially
and economically disadvantaged individuals including women in
accordance with Part 19 of the FAR and Part 726 of the AIDAR. It is
anticipated that the prime contractor will make maximum practicable use
