The Coast Guard is seeking information from potential sources who can
meet the requirements for a Sensor Upgrade to the Coast Guard HC-130H
aircraft. THIS IS NOT A REQUEST FOR PROPOSALS. The purpose of this
announcement is to develop a list of qualified firms able to meet the
Government's requirements. Organizations having the required expertise
and capabilities are invited to submit complete information discussing
such capabilities. Information furnished should include an outline of
previous projects of similar scope and complexity. The information
provided shall pertain to this synopsis only. The Government does not
intend to pay for the information received. Any interested organization
must submit the appropriate data within 45 days of the date of this
announcement. Respondents will not be notified of the results of the
source data received, nor will a source list be provided. The Sensor
Upgrade system will be comprised of a Forward Looking Infrared/Electro
Optical device (FLIR/EO), an Airborne Tactical Workstation (ATW), and
Satellite Communications (SATCOM). The System must have the following
overall capabilities. (1) Be interchangeable between aircraft within
one hour utilizing a palletized operator station and universal external
FLIR/EO mount concept. (2) Have a reliability rate of a minimum of 95%.
(3) Achieve a minimum programmed usage rate of 600 flight hours per
year. (4) Be capable of operating within all the environmental
conditions encountered by the Coast Guard HC-130H including temperature
variations from -35 to +50 degrees centigrade and relative humidity
from 0 to 100%. (5) Be operated by the current crew compliment of 7
persons. (6) Be capable of serving as a ground training device in a
classroom type environment. The components of the System must have the
following capabilities. FLIR/EO-(1) Must provide a 360 degree field of
regard. (2) Must be capable of operating at indicated air speeds up to
340 knots. (3) Structural modifications to the airframe must be kept
to a minimum. (4) The unit must interface with the AN/APS-137(V)4,
Inverse Synthetic Aperture Radar in all dimensions. (5) It must also be
able to interface with installed aircraft navigation systems via a 1553
data bus to accept aircraft attitude information for target
acquisition. (5) The imagery must be recordable and annotated with at
a minimum date, time and position. ATW - (1) WindowsNT is the required
operating system. (2) Must process track data and prepare it for
transmission within 5 minutes of acquisition. (3) Must transmit
classification data within 5 minutes of classification. (4) Must be
able to transmit imagery of the contact within 10 minutes of
evaluation. SATCOM-(1) Must provide both voice and data capability. (2)
Must provide data transfer rates required to transmit still imagery.
