at 703-784-5822 ext 226 or Contracting Officer - Ms. Ellen Simonoff at
703-784-5822 ext 246. The Marine Corps Systems Command (MARCORSYSCOM)
is presently conducting a market survey to identify potential sources
to manufacture and support the Diver Propulsion Device (DPD). The DPD
will be used to clandestinely transport Marine Corps reconnaissance
divers from seaward launch platforms to potential assault beaches to
conduct subsurface hydrographic surveys or for insertion onto the beach
to conduct operations inland. The DPD must be manufactured in
accordance with the specifications and drawings contained in the
Government-owned Technical Data Package (TDP). Based on prototype
testing the following performance capabilities and physical
characteristics and capabilities have been observed: (a) capable of
transporting a fully equipped diver and 40 pounds of mission essential
equipment at a speed of 1.0 knot (2.0 knots desired) for 120 minutes
(200 minutes desired) at an operational depth of 20 feet (50 feet
desired) plus maintain pressure integrity to 100 feet, (b) capable of
attachment and detachment of self-contained navigation and hydrographic
survey modules which are compatible with existing military navigation
and communication equipment as a Preplanned Product Improvement (P3I),
(c) be man-portable by two individuals, (d) have the following
dimensions in the operational configuration: length-40.6 in.,
width-42.0 in., height-18.1 in., weight in air-202 lbs. and neutral
weight in water, (e) have the following dimensions when packed in a
durable storage/shipping container: length-47.5 in., width-48.5 in.,
height-32.5 in., weight-not to exceed 450 lbs. This notice does not
constitute an Invitation for Bids or a Request for Proposal (RFP), and
it is not a commitment by MARCORSYSCOM to procure the subject

arrangements to review the Government's TDP and other associated
documentation at their own expense by contacting the Contact Point
listed above not later than 15 days after publication of this
announcement. Interested participants should submit documentation which
supports their ability to manufacture and support the DPD, describes
any engineering or design changes which will result in system
performance beyond the existing capabilities, and addresses their
ability to accomplish the P3I along with a Point of Contact by 15 Dec
96 to Commander, Attn CTQ2SR, MARCORSYSCOM, 2033 Barnett Avenue, Suite
