A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. The solicitation will contain the Blue Ribbon Program (BRP) solicitation provisions. Under the BRP, price and designation as a Blue Ribbon Contractor in the appropriate Federal Stock Class will be evaluated and considered in the contract award decision.
