N00421-95-R-5305 for computers, peripherals and software that
originally appeared in the CBD on Friday, September 6, 1996, Issue No.
PSA-1674. Amendment 0001 appeared in the CBD on Monday, September 23,
1996, Issue No. PSA-1685. Amendment 0002 appeared in the CBD on
Wednesday, October 9, 1996, Issue No. PSA-1697. Amendment 0003 appeared
in the CBD on Tuesday, October 29, 1996, Issue No. PSA-1710. The
purpose of this amendment is to answer questions from potential
offerors. The following are the questions and answers pertaining to
this procurement which were submitted in writing up to date: (1)
QUESTION: CLIN 0010AR through CLIN 0010BF require pricing for Microsoft
''Select Program'' licenses. This implies that the end user has signed
or wishes to sign a contract with Microsoft/LAR for the Select
Program. If the select contract has been signed we need the MS Select
contract number to give you correct prices. (1) ANSWER: The Government
does not have a requirement for the Select Program. The Government's
intent is to purchase new licenses. (2) QUESTION: The Government
expanded the product description for the desktop computers. The new
expanded descriptions include parts that are not included in the part
numbers provided by the Government. For example, CLIN 0001AG is
supposed to be a Compaq part number 24950-005. This Compaq product does
not include two Type-II PCMCIA slots and a dual 3.5''/5.25'' floppy
drive. In general, none of the desktop computers that the Government
has specified include dual floppies or PCMCIA card readers as factory
installed options. Please clarify. (2) ANSWER: CLIN 0001AG P/N
242950-005 comes standard with Five Slot/Five Bay Desktop with two PCI,
one PCI/ISA shared slot and two ISA slots; three externally accessible
drive bays and two internal drive bays. This meets the requirement of
two type II PCI slots as stated in the solicitation. Manufacturers are
installing a 3.5'' 1.44mb drive bay standard. All offers shall be based
on the one standard drive. (3) QUESTION: The Government specified a 1
MB VRAM graphics adapter. Some of the required PCs have VRAM and others
have DRAM for graphics memory. To be consistent with the products
specified in the bid, please change the graphics memory requirement to
a more generic requirement to have a 1 MB Video RAM graphics adapter.
(3) ANSWER: The memory requirement as 1 MB video Ram graphics adapter
is acceptable. (4) QUESTION: Part numbers specified by the Government
for CLINs 0001AA, 0001AB, 0001AC are not valid part numbers for Dell
equipment. Based on our conversations with Dell, the correct part
numbers should be CLIN 0001AA (220-1813), CLIN 0001AB (220-1840), CLIN
0001AC (220-0277), and CLIN 0002AA (220-1876). Please change the
specified part numbers to the ones recommended by Dell. (4) ANSWER:

PCMCIA Cards Databook P/N AD25000-02. (5) QUESTION: The Government
included Microsoft Office Pro 7.0 Win 95 with the Dell laptop
computers, CLIN 0002AA. Does this software need to be pre-loaded on
these computers? (5) ANSWER: The MS Office Pro 7.0 on CLIN 0002AA is
required to be pre-installed. (6) QUESTION: The Toshiba Tecra 110CT
does not include an intenal 28.8 PCI data/fax modem. Please remove the
modem from the CLIN 0002AB product description. A 28.8 data/fax modem,
which is available under CLIN 0002AN, can be plugged into the PCMCIA
slot of the Tecra 110CT. CLIN 0002AB product description specifies an
810. (6) ANSWER: The Government concurs, delete the internal 28.8 PCI
data/fax modem under the requirement for CLIN 0002AB. (7) QUESTION:
CLIN 0002AB product description specifies an 810 MB hard drive. The
standard hard disk drive shipped with the Toshiba 110CT is 772MB.
Please correct the capacity in the product description. (7) ANSWER:
CLIN 0002AB product description is changed from 810MB to 772MB hard
drive size. (8) QUESTION: CLIN 0002AC product description specifies a
1.3 GB hard disk drive. The standard hard disk drive shipped with the
Toshiba 500 CDT is 1.26 GB. Please correct the capacity in the product
description. (8) ANSWER: CLIN 0002AC 1.26GB hard drive size
requirement was rounded to 1.3 show the hard drive size. No change is
made. (9) QUESTION: CLIN 0002AD product description specifies 1.2GB
hard disk drive. The standard hard disk drive shipped with the Toshiba
730CDT is 2.02GB. Please correct the capacity in the product
description. (9) ANSWER: Change CLIN 0002AD hard drive size to 2.0g.
(10) QUESTION: The Apple Powerbooks 5300cs/100 and 5300ce/117 (CLINs
0003AA and 0003AB) do not include 28.8 internal data/fax modems. The
Global Village modem specified in CLINs 0003AA and 0003AB is included
in CLIN 0003AF. Please remove the 28.8 data/fax modem requirement from
the CLIN 0003AA and 0003AB product description. (10) ANSWER: CLIN
0003AA and 0003AB are deleted from this requirement. (11) QUESTION: The
product description for CLIN 0003AA (i.e., 16 MB RAM and 750 MB HD)
match the Apple part number M3824LL/A, not M3825LL/A. Please clarify.
(11) ANSWER: See ANSWER 10. QUESTION: CLINs 0003AA, 0003AB, 0009AB,
0009AC, and 0009AD were discontinued by Apple. Please provide the
desired substitutions in your next amendment. (12) ANSWER: As these
items have been discontinued by Apple, CLINs 0003AA, 0003AB, 0009AB,
0009AC, and 0009AD are deleted from the requirement. (13) QUESTION:
CLIN 0005AA is for a Compaq ProLiant 1500 5/100 16 MB 1050 HDD, which
implies a Pentium 100 MHz processor with 16 MB of RAM. However, the
specified part number 219720-001 does not match this description. In
addition, the product description calls for a Pentium 166 MHz processor
with 32 MB of RAM. Please clarify. Also, there is no add-on option for
the operating system. The Compaq computer does not come with a
preloaded operating system. Please clarify. (13) ANSWER: Change CLIN
0005AA part number to 219700-0007; the description should read: Compaq
Proliant 1500 5/133-8600S 32MB 8.6G HDD, Intel Pentium 133, 32 MB RAM,
2 4.3G Fast SCSI Hard Drives, 3.5'' 1.44MB Floppy; Microsoft Windows
NT- installed. (14) QUESTION: CLIN 0005AC product description is
missing from Amendment 0001. (14) ANSWER: The complete product
description was provided in the initial CBD announcement. (15)
QUESTION: Reference CLIN 0005AD: a. The Government has specified a NEC
Multispin 6Xi CD-ROM drive. This drive is not a Compaq add-on option.
The ProLiant 5000 6/200-1 comes with an integrated 4X speed CD-ROM.
The brand of CD-ROM could vary for each shipment. Please remove the
''NEC Multispin 6Xi CD-ROM drive'' requirement and replace it with
''CD-ROM drive.'' b. The Compaq 32 MB SIMM Mem Kit-XL is not a valid
option. The smallest add-on memory module option available from Compaq
is 64 MB. Please clarify. c. The model number specified for the Compaq
ProLiant 5000 6/200 is 219200-004. This is the part number for a Compaq
ProLiant 5000 6/200-1S, which implies the integrated disk array option.
The correct part number for the ProLiant 5000 6/200-1 is 219200-001. d.
There is no add-on option for the operating system. The Compaq computer
does not come with a preloaded operating system. Please clarify. (15)
ANSWER: CLIN 0005AD part number 219200-004 is correct. Delete the
Compaq 32MB SIMM Mem Kit-XL. Also delete the NEC Multispin 6Xi CDROM
Drive and replace it with 4x DC-rom drive. The Operating System
required is Microsoft NT. (16) QUESTION: CLIN 0005AX part number
PB74B-AE specified a bundled package from Digital. This bundled package
includes 32MB of RAM, and 1.05 GB hard disk drive. However, in the
product description, the Government is indicating 128MB of RAM and 8.0
GB hard disk drive. Please clarify. (16) ANSWER: CLIN 0005AX is
deleted from this requirement. (17) QUESTION: CLIN 0005AY product
description is missing from Amendment 0001. (17) ANSWER: The following
information is provided: CLIN 0005AY DEC Alpha 2100A 275 mhz, Digital
Equipment Corporation, P/N DN-252S1-K9, 275 mhz, 512 MB Ram, 8 GB Hard
Drive, 7 PCI Slots, NT Operating System. (18) QUESTION: CLIN 0005AZ
part numbers DN-254S1-K9 specifies a bundled package from Digital. This
bundled package includes a 2.0 GB hard disk drive. In the product
description the Government is indicating an 8 GB hard disk drive. In
the product description the Government is indicating an 8 GB hard disk
drive. In addition, the product description indicates a 300 MHz Alpha
processor, the correct speed is 291 MHz. Please clarify. (18) ANSWER:
The product description is correct as stated in amendment 0001. (19)
QUESTION: CLIN 0007AB is specifying a NEC JC-1743VMA-1. This part has
been replaced by NEC JC-1745UMA. Please change the part numbers. (19)
ANSWER: The Government concurs. Change the part P/N for CLIN 0007AB to
NEC JC-1745UMA. (20) QUESTION: CLINs 0007AD and 0007AE part numbers
are not correct. The correct CRU part numbers are CLIN 0007AD
(9060-241-01) and CLIN 0007AE (9061-201-01). Please change the part
numbers for these two CLINs. (20) ANSWER: The Government concurs.
Change CLIN 0007AD P/N to 9060-241-01 and change CLIN 0007AE P/N to
9061-201-01. (21) QUESTION: CLIN 0007AF is specifying a Conner CFA-850A
disk drive. Conner was bought by Seagate and the part number has
changed to ST3850A. Please change the manufacturer and the part number
for this CLIN. (21) ANSWER: The Government concurs. Change CLIN 0007AF
manufacturer to SEAGATE and the P/N to ST3850A. (22) QUESTION: CLIN
0009AD product description calls for a 2000 MB hard disk drive.
However, the product option description, the Government is specifying
a 1000 MB hard disk drive. Please clarify. (22) ANSWER: See answer
(12). (23) QUESTION: CLIN 0001AM P/N 1356195V200 is not a current
Microsoft P/N. What is the correct P/N or correct manufacturer? (23)
ANSWER: CLIN 0001AM P/N and manufacturer are correct. (24) QUESTION:
CLIN 0001AP P/N CM2015 is not 1028x1024 resolution. It is 1024x768
resolution. Does the Government want a 15'' monitor with 1028x1024
resolution or 1024x768 resolution? (24) ANSWER: The Government
requirement is for a 1028x768 resolution. Change CLIN 0001AP item
description 1028x768 resolution. (25) QUESTION: Should CLIN 0002AB P/N
be PA1224U-T2A instead of PA1224U-TA? (25) ANSWER: CLIN 0002AB P/N
PA1224U-TA is correct. (26) QUESTION: CLIN 0004AG P/N 11026-0003 is not
an Apple P/N. It is a Tech Works P/N. Does the Government want the Tech
Works part or the Apple part? If Apple, will the Government provide the
Apple P/N? (26) ANSWER: CLIN 0004AG Tech Works is correct. (27)
QUESTION: CLIN 0004AH P/N 11027-0003 is not an Apple P/N. It is a Tech
Works P/N. Does the Government want the Tech Works part or the Apple
part? If Apple, will the Government provide the Apple P/N? (27) ANSWER:
CLIN 0004AH manufacturer, Apple, is correct. (28) QUESTION: CLIN 0005AL
P/N 146742-003 1.05 GB Pluggable SCSI-2 Drive has been discontinued and
is replaced by P/N 146742-004 which is a 2.1 GB Pluggable SCSI-2 Drive
with the same capacity as CLIN 0005AM. Does the Government wish
bidders to quote pricing for two separate 2.1 GB Pluggable SCSI-2
Drives? If not, which one does the Government want included in the bid?
(28) CLIN 0005AL has been discontinued and is deleted from the
requirement. (29) QUESTION: CLIN 0007AD P/N MOBRK-3.51-DE and CLIN
0007AE P/N MOBRK-CC is not a Connector Resources P/N. It is a JDR
Devices distribution P/N. (29) ANSWER: See ANSWER (20). (30) QUESTION:
CLIN 0008AB P/N 00662644030355 and CLIN 0008AD P/N 00662644030568 are
not recognized as valid Novell P/N. (30) ANSWER: CLIN 0008AB P/N
00662644030555 is correct. Change CLIN 0008AD P/N to 00662644030586.
(31) QUESTION: CLIN 0010BC: Should the correct P/N be 050-050-95VL?
(31) ANSWER: The Government concurs. Change CLIN 0010BC P/N to
050-050-95VL. (32) QUESTION: The P/N for CLINs 0010AR through 0010BA
and 0010BC through 0010BF are GSA Schedule Microsoft P/N. Is the
Government going to provide non-GSA P/N for bidders who do not have
access to GSA purchases? (32) ANSWER: Provide GSA or non-GSA P/Ns
either is acceptable. (33) QUESTION: According to my conversations with
manufacturers as of September 25, 1996, the following items have been
discontinued and replaced. Will the Government consider amending the
solicitation to incorporate the changes? a. CLIN 001AN P/N 3C509-Combo
has been discontinued and is replaced by P/N 3C509B-Combo; b. CLIN
0001AP P/N CM2015 has been discontinued and is replaced by P/N
CM2015D1. The manufacturer, Philips, has been bought by Magnavox; c.
CLIN 0001AQ P/N CM4018 has been discontinued and is replaced by P/N
CM4018D1. The manufacturer, Philips, has been bought by Magnavox; d.
