This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) # 70037. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-42. This solicitation is under the Simplified Acquisition Procedures (SAP). Standard Industrial Classification is 7378. This will be a Firm-Fixed contract. The Government intends to solicit and negotiate the contract action on a sole source basis with Lucent Technologies, 8403 Coleville Road, Silver Spring, MD 20910. The Nationsl Crime Information Center is currently configured into Lucent Technologies 9600 Data Service Unit's (DSU) design. Lucent's DSU's are placed at various state sites throughout the United States with point-to-point line to FBI Headquarters Washington, DC. Lucent Technologies is the sole qualified supplier of the Network Management System currently running at FBI Headquarters Washington, DC. This notice of intent is not a request for competitive proposals. However, interest parties may submit a proposal in which they identify their interest and capability. All proposals received within 45 days of this notice will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The requirement consists of seven days a week, twenty-four hours a day maintenance for the period 1/1/97 through 9/30/97 on (16) 64A2 Modem mounts, (130) 9600 Rack service Unit (DSU), (61) 9600 stand-alone data service units, (10) 3610 R3 w/int TDM stand-alone, (10) 3611 R3 w/int TDM-mod/rack and (32) 2096C stand-alone modems located through out the United States -- All proposals shall be submitted to the address above no later than 4:30 PM EST, December 30, 1996. All bids shall be clearly marked with RFQ # 70037. Award to be made approximately two (2) days after closing. The point of contact for all information regarding this acquisition is Mr. Michael J. Each offeror shall include a completed copy of the FAR provisions at 52.212-3, Offeror Representation and Certifications with its proposal. FAR 52.212-4, Contract terms and Conditions is incorporated by reference and applies to this acquisition.
