Specialist, (908) 532-1093. The Government is soliciting proposals for
the Long Range Advanced Scout Surveillance System (LRAS3) Engineering
and Manufacturing Development (EMD) Acquisition. The LRAS3 is a
mounted/manportable long range reconnaissance and surveillance device.
The system will be used for reconnaissance of terrain and surveillance
of objects of tactical interest. The LRAS3 will provide real time
acquisition, target detection, recognition, and location information to
the calvary scout while permitting 24-hr target acquisition
capabilities. The system will provide long range target detection and
far target location at stand-off ranges which are beyond the effective
range of enemy direct fire weapons. The LRAS3 will be capable of being
mounted on both a host vehicle's turret ring assembly platform and a
portable tripod, for dismounted operations. The LRAS3 will operate in
a stationary mode, whether mounted on the vehicle or tripod. The host
vehicle will be a M1114 Up-Armored High Mobility Multi-Purpose Wheeled
Vehicle (HMMWV). The LRAS3 design will not preclude accomodation of
additional sensor technology. The technical requirements will be
defined in the Statement of Work and the Performance Specification. It
is the Government's intent to utilize Non-Developmental Items (NDI) to
the greatest extent possible. The Government intends to award a
Cost-Plus-Award-Fee (CPAF) type contact for the development of six (6)
prototype systems with a CPAF option for Low Rate Initial Production
(LRIP) of ten (10) systems. The Government will utilize oral proposals
and Cost as an Independent Variable (CAIV) on the LRAS3 EMD
solicitation. Further information will be contained in the RFP. As
mentioned in the informational synopsis published on 23 Sep 96, the RFP
and related documents will uploaded onto the CECOM Electronic Bulletin
Board (EBB). Those offerors interested in doing business with CECOM
are invited to access our EBB. Information regarding access to the EBB
can be obtained by calling the CECOM EBB TEchnical Team at (908)
532-3820. The Government intends to hold a Pre-solicitation conference
at Fort Belvoir, Virginia. This Pre-solicitation conference will be
classified SECRET. Attendees must possess a SECRET clearance or higher.
Government representatives will be available for ''one-on-one'' (face
to face) sessions with potential offerors pertaining to LRAS3 EMD after
the conference. The purpose of these sessions is to further the
understanding of potential offerors as to the Government's
requirements, afford industry an opportunity to discuss any perceived
issues with regard to the solicitation, and to allow the Government to
receive the benefit of industry comments. The Government will not
critique a potential offeror's intended proposal and these sessions are
not to be used by offerors to market their products. These sessions are
not the commencement of negotiations. Evaluation of proposals and the
source selection decision will be based solely upon the content of the
offor's proposal (and subsequent negotiations) submitted in response
to the RFP. Discussions at these sessions may result in
amendments/changes to the RFP which will be disseminated to all
potential offerors via the CECOM EBB. While proprietary information is
not being solicited, information considered by potential offerors to
be proprietary should be clearly identified as such. Each session will
be limited to 50 minutes and a written record of each session will be
maintained. Only potential prime offerors and/or Key Team Members are
advised to request one-on-one sessions due to limitation of
availability of Government personnel. Further information regarding the
conference, scheduling one-on-one sessions and providing visit
requests/security clearances is uploaded onto the CECOM EBB. There will
be a classified (SECRET) appendage to the LRAS3 Performance Spec. Those
offerors interested in obtaining the classified appendage must forward
their company name, phone number, point of contact, CAGE code, and
facility and storage clearance level to John Adamitis either via the
CECOM EBB or by FAX at (908) 532-6019. Verbal requests will not be
honored. The information will be verified with the appropriate agency
and upon verification the document will be sent. Contingent upon
meeting established security requirements, industry from the following
countries may participate in the LRAS3 EMD program: Belgium, Canada,
Denmark, France, Germany, Italy, Netherlands, Norway, Spain, United
Kingdom, Australia, Japan and South Korea. Countries other than those
listed may request copies of the classified documents, but release
cannot be guaranteed. Foriegn industry desiring copies of the classifed
documents msut submit an official request through their embassy to HQ
DA, Attn: DAMI-POC, Washington DC 20310-1001. Potential offerors are
advised to read the CECOM EBB E-Mail messages and check the CECOM EBB
on a regular basis as any amendments/changes to the LRAS3 EMD RFP will
