COMPETITIVENESS DEMONSTRATION PROGRAM, Public Law 100-656.
Architectural/Engineering services to provide all required staff,
equipment, materials, and supervision for design of project #548-001
C17, Cooling Tower/Chiller Protection, at the VA Medical Center, West
Palm Beach, Florida. Scope of work includes: working drawings,
specifications, estimates and construction period services. The project
will consist of designing a structural wind and projectile protection
system to protect the Medical Centers cooling towers, air cooled
Surgical chiller units, and emergency generator intake and exhaust
louvers. All designs shall incorporate all electrical, mechanical,
structural and architectural components necessary to provide for a
complete structural and functional area. All work to be performed for
this project shall be in accordance with National Fire Protection
Association (NFPA), Environmental Protection Agency (EPA), Occupational
Safety and Health Administration (OSHA), National Plumbing Codes,
National Electrical Codes (NEC), American Society of Heating
Refrigeration and Air conditioning Engineers (ASHRAE), National Safety
Code, VA specifications, VA standard details, VA construction
standards, VA space planning criteria H-08-9 and applicable local,
state and federal regulations. Design to be accomplished using AutoCad
Release 13 or compatible format. A copy of the drawings are to be
submitted to the VA on disk at the end of the project. Existing
as-built drawings will be made available to the A/E, however, their
accuracy shall be verified by the A/E as part of investigative
services. Selection shall be made on the factors listed in Note 24.
Consideration is limited to Emerging Small Business concerns (currently
A/E firms who's average annual gross revenue for the last three fiscal
years is not greater than 1.25 million) within a 150 mile radius of
the West Palm Beach, Florida. A firm fixed price contract will result
from this acquisition. The estimated performance period of the
resultant contract is ninety days. Firms desiring consideration should
submit a current SF 254 and SF 255 no later than close of business
(4:30 PM EST) on December 18, 1996. Construction cost range $250,000 to
$500,000. Selection and award are based on availability of funds. THIS
