Acquisition Center, Communications, Information & Switching Systems
Branch (CISSB), formerly the U.S. Army Information Systems Command
Contracting Office (ISCCO), intends to release the Draft Request for
Proposal (DRFP) for the Quality Assurance, Acceptance Testing and Test
and Evaluation (QAATTE) support services on or about December 4, 1996.
Commerce Business Daily (CBD) notices were previously published on
August 19, 1996 and September 25, 1996. This acquisition is being
offered for competition limited to eligible SBA Section 8(a) concerns
in the transitional stage, under SIC code 8711. To be considered
eligible, the 8(a) concern must be in the transitional stage (last five
years of the 8(a) program) at the time of submission of offer.
Services, to include quality engineering; developmental and operational
hardware, software, and networks testing; system configuration audits;
systems analyses; systems studies; training and documentation for
developed hardware and software evaluations, will be provided in
support of the Information Mission Area (IMA) of U.S. Army Information
Systems Engineering Command and U.S. Army Communications-Electronics
Command (USACECOM) in world-wide locations. Period of performance will
consist of a base period plus four one-year option periods commencing
on or about Octoer 1, 1997 (60 day phase-in, August 1, 1997). A top
secret facility clearance is required; access to classified information
at a level up to and including TOP SECRET and Sensitive Compartmented
Information (SCI) will be required. This acquisition is being conducted
on the CISSB Electronic Bulletin Board System (EBBS). All
communications between industry and CISSB will be conducted via the
EBBS; HARD COPIES OF DOCUMENTS WILL NOT BE PROVIDED. The CISSB EBBS can
be accessed by dialing, using any communications program, ANSI VT100 or
RIPGRAPHIC, (520) 533-0132. Modems should be 28800 bps. The EBBS can
also be accessed at TELNET 138.27.160.159. The CISSB Web page at
http://138.27.160.150, ''You can visit our BBS at Fort Huachuca'',
provides instructions on the use of the EBBS and software for
downloading which is designed specifically for use in accessing the
EBBS. If you have not previously logged into our EBBS, create a user id
and password (to be used each time you log-in). The first time you
log-in, you will have thirty minutes of limited access but will not be
able to download files. Within 24 hours, you will be given full
access, with the ability to download files. To download files from the
EBBS, you must use File Transfer Protocol (FTP) to 138.27.160.159.

library ''96R0015'' are : Draft Statement of Work (DSOW), file name
''DSOW.doc''; Revised DSOW, file name ''DSOW1.exe; Bidder's Mailing
List (BML), file name ''BML.doc''; Industries Questions/Comments &
Government's Responses, file name ''Response.doc''; Milestones, file
name ''Mileston.doc''; CBD Synopses, file name ''CBD.doc''. Files,
other than DSOW files, are updated as required. Reference the EBBS
Announcements for important notices/updates. Vendors are automatically
added to the BML upon downloading of the DSOW and will remain an
interested party unless this office is notified otherwise. Please
ensure all log-in information (i.e. Company name, mailing address,
point of contact and phone number) is complete and accurate.
Additionally, request identification of business size (LB-Large
Business, SB-Small Business, SDB-Small Disadvantaged Business, WO-Women
Owned, and 8(a)) in the ''Addr 4'' cell of the log-in screen. All
comments and questions should be submitted via the CISSB EBBS
electronic mail system to user id ''96R0015'' (DO NOT UPLOAD FILE ON
EBBS). Comments on the DSOW will be accepted until release of the DRFP.
