The Saint Lawrence Seaway Development Corporation (Corporation) intends to solicit and negotiate a sole source procurement with Superior-Lidgerwood-Mundy Corporation, of Superior, Wisconsin, to make modifications to four (4) Corporation-owned stiffleg derricks, under authority of FAR 6.302. The Corporation utilizes these derricks to install and remove the stoplogs/temporary dams utilized for dewatering Eisenhower and Snell Locks, Massena, New York, to perform maintenance and repair work on the locks. These derricks are almost forty years old and are in need of modifications to improve the safety of their operating characteristics. Superior-Lidgerwood-Mundy will be expected to complete final design work for one new stiffleg derrick operating equipment unit and to modify three existing units, fabricate and deliver this equipment, and provide technical support on-site during Corporation installation. Work shall include final design, fabrication, and delivery of hydraulic latching mechanisms for the four stiffleg lifting beams. Superior-Lidgerwood-Mundy Corporation manufactured the operating equipment for these derricks and because OSHA requires modifications to cranes be approved by the manufacturer, their involvement is required.
