FISC Norfolk Detachment Philadelphia intends to procure logistic, material and support service functions in support of the Intra-Fleet Supply Support Operations Program (ISSOP) Atlantic. The resultant solicitation will be 100% set-aside for Small Business. The resultant contract will provide services for a variety of Department of Defense (DoD), U.S. Coast Guard and other Federal Agencies eastern portion of the United States and Europe. Examples of logistics and material functions include, but are not limited to, material offload/backload, relocation, distribution, packing/packaging, requisitioning, excess material processing, receiving, stowing, inventorying, location audits, material updating/identifying, expediting, causative research, bar coding, retail operation, transportation and equipment validation. Examples of support service functions include, but are not limited to, data entry, operating computers, preparing and updating financial records, word processing/document preparation, sorting/distributing mail, repairing, testing or modifying microcomputers, and witnessing household good reweighs. It is anticipated that the resultant contract will be a time and materials contract. The resultant contract shall have a base period beginning 1 October 1997 (or date of award whichever is later) through 30 September 1998, and include provisions for four, one-year options. The estimated number of hours under the resultant contract is 14,809,220, if all options are exercised. The solicitation will require the submission of cost/price and technical proposals. The applicable SIC code and size standard are 4225 and $18.5 million, respectively.
