010497 POC Contract Specialist, MARYANN BETTENCOURT The Federal
Communications Commission (FCC) intends to issue an RFP for a study to
examine market entry barriers for small businesses in the
telecommunications industry. The purpose of the study is to assist the
FCC in implementing its mandates under Section 257 of the
Telecommunications Act of 1996, which requires the FCC to identify and
eliminate market entry barriers for small businesses in the
telecommunications industry, and Section 309(j) of the Communications
Act of 1934, which requires the FCC to further opportunities in the
auctioning of spectrum-based services for various entities, including
small businesses and businesses owned by women or minorities. The
Contractor will be required to develop and evaluate data on small
business participation in certain sectors of the telecommunications
market and to examine market entry barriers for small businesses in
those sectors. The Contractor also will be required to determine
whether there are unique market entry barriers for businesses owned by
minorities or women, and if so, whether any such barriers are the
result of discrimination. The solicitation will be available on or
about December 15, 1996. All responsible sources may submit an offer
