States Special Operations Command (USSOCOM), Special Operations
Acquisition Center, Procurement Directorate (SOAC-K) plans to issue a
solicitation on 2 Dec 1996 with Proposals due on 21 Jan 1997 for the
next USSOCOM System Engineering and Technical Assistance (SETA)
services contract. The solicitation will be distributed via the
Internet. The Internet address for SOAC is http://www.soac.hqsocom.mil.
The file name is SETA. The Government will only mail copies of the
solicitation upon request. Telephonic requests are acceptable for
companies already on the Bidder's Mailing List. Companies not on the
Bidder's Mailbag List must submit requests in writing. The anticipated
Period of Performance is 5 May 1997 through 4 May 2002, with five
option periods over 4 years and 7 months. The Contract type is an
Indefinite Delivery/Indefinite Quantity (IDIQ) with work issued via
Time and Material (T&M) delivery orders. USSOCOM requires SETA for the
Special Operations Acquisition Center (SOAC), the Joint Staff Offices
and Component Commands. The primary areas of support will be for the
SOAC in managing various programs during all phases of the acquisition
cycle, Local Area Network/Wide Area Network, and the Special
Operations Command Research Analysis and Threat Evaluation System
(SOCRATES). Support required for USSOCOM includes a broad range of
managerial and technical services including program/project support;
system integration; network/systems; database administration;
engineering and systems analysis; integrated logistics support;
financial management; configuration management; studies evaluations and
assessments; test and evaluation; operational analysis, intelligence
and information warfare; training and education; management information
systems; security program support; and documentation preparation and
review. The government contemplates making three awards, two awards
under the full and open category and one Small Business award. All
responsible sources may submit a proposal which will be considered. See
