The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a sole source contract to Allied Signal Corporation for lease of an advanced development model (ADM) AN/AQS-17 sonar. The AN/AQS-17 ADM (owned, designed, and fabricated by Allied Signal) is the only known airborne dipping sonar capable of mine detection, localization, and, at close ranges, classification. The leased sonar will be utilized by the Airborne Mine Neutralization System (AMNSYS) program at the Coastal Systems Station (COASTSYSTA) to assess the performance and capabilities of Non Developmental Item (NDI) Mine Neutralization systems. During this evaluation, ship deployed Mine Neutralization systems will be evaluated by the Government to determine the capability of each system against bottom mines, moored mines and close tethered mines. The AN/AQS-17 ADM will be utilized during this test to relocate the mine like objects. For the purpose of this test, the AN/AQS-17 ADM will be deployed from a government furnished surface craft and will simulate an airborne dipping sonar. The evaluation of the NDI neutralization systems is currently scheduled for 2nd Quarter of fiscal year 1998. However, the AN/AQS-17 ADM sonar will be required no later than March of 1997 to allow the government time to checkout the sonar's operability. As part of the lease arrangement, a technical representative from Allied Signal will be required to be present during the installation, checkout and operation of the AN/AQS-17 ADM sonar. The Allied Signal representative will be required at the COASTSYSTA for 1-2 weeks in March 97 and 3-4 weeks in 2nd Quarter of FY 98. Note 22 applies. (0318)
