Market Survey for a proposed contractual effort for the production of
M2 and M4 Selectable Lightweight Attack Munitions (SLAMs), M3
Demolition Attack Munitions (DAMs), and M299 Training Kits. The M2, M3,
and M4 are hand emplaced munitions for rapidly deploying protective,
tactical, and interdiction missions utilizing explosively formed
penetrators. There are four modes of operation: mine mode - magnetic
influence, side attack mode - infrared, timed demolition mode, and
command detonation mode. The basic differences between the M2, M3, and
the M4 is that the M2 has a self-neutralization function, the M4 has
a self-destruct function, and the M3 is a warhead only device that
requires operator initiation using standard blasting caps. The M299 is
totally inert and is used as a classroom trainer. Alliant Techsystems
was the development contractor for the M2, M3, and M299. The M2, M3,
and M299 were Type Classified Standard in Aug 94. The Government
modified the M2 Technical Data Package (TDP) for the M4, and the M4 was
Type Classified Standard in Sep 96. The proposed effort will be a two
year production effort with an anticipated start date in FY97.
Available for this effort will be the TDPs with approximately 74
unproven Engineering Orders. Estimated quantities are 2,400 M2s, 2,200
M3s, 9,000 M4s, and 307 M299s. The proposed effort requires potential
contractors to have knowledge and experience in integration of
electro-mechanical subsystems to achieve performance requirements
suitable for use in military environments. Specific technology
experience must be demonstrated including explosively formed
penetrators technology, passive infrared technology, surface mount
technology, laser welding technology, and military fuzing technology.
Security clearance at the secret level is required. This program
involves access to information defined as Militarily Critical
Technology, subject to the restrictions of the Arms Export Control Act
(Title 22 USC, Section 2751 et seq) or Executive Order 12470.
Participation in this program may therefore be restricted to industry
of the United States. Related experience and resumes of key personnel
should be provided. Responses must be submitted in accordance with the
guidance contained in Numbered Note 25. This is not a request for
proposal, and this is not to be construed as a commitment by the U.S.
