601-680-4009. This is a combined synposis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice This
announcement constitutes the only solicitation, proposals are being
requested and a written solicitation will not be issued. The
solicitation number is 1443RQ557097001 and is issued as a request for
quotation (RFQ). This solicitation document incorporates those
provisions and clauses in effect through Federal Acquisition Circular
90-41. In accordance with FAR 19.502-2, this acquisition is a total
small business set-aside. The standard industrial classification code
is 3531 and the small business size standard is 750 employees. The
government requests quotations for one (1) each of the item described
as follows: Spray Injection Pothole Patching System, equal to
Dura-Patcher Model 81-DJ, as manufactured by Duraco Industries, Inc.
The unit shall be trailer-mounted and designed to repair potholes,
cracks or broad distressed areas in paved surfaces. The unit shall be
capable of blowing water, dust and debris from the pothole or surface
to be repaired. The unit shall then operate by applying a spray of hot
asphalt emulsion on the cleaned surface to provide a tack coat and
then inject emulsion coated aggregate to form a high density patch.
Finally, the unit shall apply dry aggregate over the repair area. The
pothole patching machine shall receive aggregate from a dump truck with
a tail gate modified by the machine supplier to gravity feed the hopper
box of the unit. The hopper box shall be designed to hold the aggregate
before it enters the air stream created by the blower. The hopper box
shall allow aggregate up to 2-1/2'' in size to pass into the system
without clogging. The machine must also be capable of delivering
patching material gently into a confined area without damaging or
touching nearby objects. The hopper box shall be equipped with a slide
gate. Aggregate shall be fed to the aggregate hose by a venturi effect
when the blower is on. The aggregate conduit system shall consist of an
abrasion resistant pipe connected to a flexible non-kinking hose, a
minimum of 16' in length. The flexible hose shall be fitted with a vent
flow nozzle. This nozzle shall contain a spray slot for coating
aggregate. The flexible hose and vent flow nozzle shall be supported by
a swing hose carrier. This device shall allow the operator to repair an
area within a 17' radius from the center of the vertical support arm
and shall be adjustable for height. The swing support arm shall swing
into a position parallel to the axis of the trailer where it can be
locked in place for travel. The carrier shall be equipped with a
reversible handle bar control to enable the operator to control the
hose and nozzle assembly without having to bear their weight. The
handle bar control shall include controls to regulate the emulsion
flow, open and close the gate, and throttle the engine. The unit shall
also be equipped with a 4' long wand connected to a hose mounted to a
take-up reel, which is used to seal cracks using the emulsion material
contained in the emulsion tank. The emulsion tank shall be an ASME
certified pressure vessel with a minimum 250 gallon capacity. The tank
shall be properly insulated and shall thermostatically regulate the
emulsion temperature. The unit shall be capable of utilizing cationic
and antionic emulsified asphalts, such as CRS2. The emulsion clean-out
tank shall be minimum 10 gallon capacity and, in the open position,
allow for diesel fuel to flow through the emulsion line to prevent
clogging. A heating system shall be included which will allow the unit
to operate in a cold weather setting, with operability down to 20
degrees F. The trailer shall be equipped with electric brakes with a
break-away unit, brake, trail and turn indicator lights and safety
strobe light. The successful offeror shall provide 8 hours of hands-on
training in the use of the machine. In order to be considered for
purchase, offerors may be asked to provide descriptive literature and
may be required to demonstrate on-site that the unit meets the
requirements listed. The pothole patching machine shall be delivered
complete and ready to use no later than 30 days after receipt of the
purchase order by the successful offeror to the Ridgeland Maintenance
complex, located on the Natchez Trace Parkway in Ridgeland, MS.
Acceptance and FOB point are destination. The provision at 52.212-1,
Instructions to Offerors. Commercial, applies to this acquisition. The
provision at 52.212-2, Evaluation. Commercial Items, is applicable
with the following evaluation criteria included in paragraph (a) of
that provision; technical capability of the product to perform the
intended function, price, past performance, parts availability, and
service locations. Offerors shall include a completed copy of the
provision at 52.212-3, Offeror Representations and Certifications.
Commercial Items, with its offer; a copy of this provision may be
obtained from the contracting officer. The clause at 52.212-4, Contract
Terms and Conditions. Commercial Items, applies to this acquisition.

this acquisition, with FAR Clause 52.225-3 cited in the clause as being
