The Naval Undersea Warfare Center Division Newport, RI is seeking proposals(technical and cost) for the design, fabrication, installation, and test of an over water radar cross section (RCS) measurement range capable of providing high quality total RCS and radar imagery data over the frequency range of 2-18 Ghz. The range is to be installed at NUWC's Fishers Island, NY facility and will utilize an existing NUWC asset (Submarine Sensor Test Platform) for positioning the target under test 800 feet off t he shore of Fishers Island. Range components to be procured under this contract are; 1) a commercial off the self (COTS) instrumentation radar, including transmitters and antennas; 2) RCS workstation; 3) mobile radar platform (van type vehicle); 4) data acquisition and control software; 5) array of precision reference reflectors; and 6) positioning equipment. The instrumentation radar and RCS workstation will be required to be integrated into a mobile platform to support measurements from several Fishers Island shoreline sites and at other test facilities. All equipment procured under this contract will be delivered to and installed at the Fishers Island test site for certification tes ting and training. The total period of performance for this contract is 16 months with delivery and completion of certification testing occurring 12 months after contract award. If the company, after reviewing the solicitation believes it has the capability to meet the Government's minimum specifications, it may submit a proposal which must contain technical and cost data which shall be reviewed by the Government.
