REALLOCATION (TSR) INTO JTIDS NET INTERFACE COMPUTER PROGRAM ICP) POC

notice, but a market survey to determine potential sources for
integrating Time Slot Reallocation (TSR) into the Joint Tactical
Information Distribution System (JTIDS) Class 2 Terminal's Network
Interface Computer Program (NICP). TSR is a dynamic algorithm that
allocates transmit time slots to individual users based upon changing
user demands and priorities. The Navy, in conjunction with the JTIDS
Joint Program Office, the United Kingdom, and GEC-Marconi Electronic
Systems Corp., developed the requirements for the TSR function.
Subsequently, GEC-Marconi was contracted to implement TSR in the Navy
Air and Ship Subscriber Interface Computer Programs (SICP). Currently,
the NICP does not process TSR. The SICP sends messages to the NICP
that are earmarked for specific time slots, not to a group of time
slots. At present the JTIDS Program Management Directive (PMD) states
that all platforms will have the TSR function. Given this requirement,
the TSR function must be repartitioned from the SICP and moved to the
NICP. That TSR design baseline must be the one employed by the
Low-Volume Terminal (LVT) of the Multifunctional Information
Distribution System (MIDS), which is currently under contract with the
MIDS International Program Office (IPO), US Navy PEO-SCS/PMW 101. The
prime contractor for the MIDS LVT is MIDSCO, whose subcontractor,
GEC-Marconi, is developing the NICP-based MIDS version of TSR. In
addition to the MIDS version of the TSR functionality in the NICP,
administrative functions related to TSR interfacing with the host
platform (initialization, status, and control) must be either modified
or developed in the SICP for all platforms. Interested firms should
respond by indicating their ability to meet the following criteria: 1)
Deliver fully functional, integrated time-slot reallocation design in
the JTIDS NICP and updated SICPs for all Class 2, 2H, and 2M
terminals, no more than 24 months after contract award. That delivery
must be coordinated with the Link 16 Central Software Support Activity
(CSSA) at Warner Robins Air Logistics Center (WR-ALC) and with the
Navy Interface Software Support Activity (ISSA) at Navy Research and
Development (NRaD), San Diego. 2) Have prior JTIDS experience, and a
proven capability to develop and integrate operational software for
JTIDS Class 2 terminals. 3) Have familiarity with the SICP interface
designs for every configuration of the JTIDS Class 2 and 2H Terminal
and with the SIPG interface design of the US Army's Class 2M Terminal.
4) Have demonstrated proficiency in JTIDS terminal testing to ensure
no adverse impacts on existing functionality or backwards compatibility
of existing JTIDS terminal configurations. 5) Be familiar with USAF/DoD
documentation requirements. If a firm believes that it meets the stated
criteria, it is requested to submit a statement of its qualifications,
along with supporting documentation, to ESC/TGK, 11 Eglin Street,
Hanscom AFB, MA 01731-2120, Attn: Capt Michelle Foster or via
electronic transmission at fostermi@hanscom.af.mil. Responses must be
received no later than 20 days after the date of this publication, and
should not exceed ten (10) pages, single spaced, 10 point font. The
firm should state full company name, address, CAGE code and indicate
whether they are a large or small business. Firms should indicate
whether they would be interested in receiving a draft RFP, should the
Government elect to issue such a document prior to the release of the
formal RFP. The Government's intent is to include past performance in
the evaluation of proposals for contract award. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

with issues or problems that have previously been brought to the
attention of the program manager and/or contracting officer and could
not be satisfactorily resolved at that level. This synopsis is for
information and planning purposes only, and does not constitute an IFB
or RFP, nor does its issuance restrict the Government as to the
ultimate acquisition approach. The Government will solicit those firms
