58 -- DRAFT PERFORMANCE SPECIFICATIONS AND SOWS FOR HIGH FREQUENCY RADIO GROUP (HFRG) POC Larry McLaury, 02-32, 703-602-1133. Synopsis No. 05. The Space and Naval Warfare Systems Command (SPAWAR), PMW 176, is seeking potential sources to supply the U.S. Navy with Non-Developmental Items (NDI) or Commercial Off-the-Shelf (COTS) equipment for Navy ships. A High Frequency (HF) broadband transmitting/receiving system will replace existing equipment in larger ships and HF transmitting equipment will replace existing transmitting equipment in smaller ships. These requirements were discussed previously in CBD Synopsis 62, dated 8 September 1995, and Synopsis 38, dated 17 April 1996. Draft copies of the performance specifications and the statements of work to be used in a subsequent procurement of this equipment is ONLY available for review by calling the SPAWAR Contracts BBS at (703) 602-9494 and downloading the file, or via the internet at URL http://spawarbbs.spawar.navy.mil. FYI: The SPAWAR BBS operates at 14,400 BAUD with a setting of 8:N:1. The draft documents will be in MS WORD 6.0. The files will be compressed by a shareware program, PKZ204G.EXE. To download the specification, the prospective offeror will need at a minimum, a PC or MAC with modem emulation software that supports VT100 or ANSI standing, a modem that operates at 300 BPS and approximately 500K of free disk space. Comments/suggestions to the content of these documents are invited and encouraged. Prospective offerors shall supply the name and address of their company along with the name and phone number of a Point of Contact. Prospective offerors who download the specification should upload their comments under the Draft RFP Area on the SPAWAR BBS no later than 11 December 1996. NOTES: -1- The Contracts BBS will be available 24 hours a day, seven days a week. However, as the demand may be heavy, it may be necessary to call repeatedly or during off hours. -2- Any offeror who can provide an item or items which meet the characteristics identified, are invited to submit comments on the draft specifications and statements of work. Offerors who can provide such items are also invited to submit the following information: System description and performance specification which addresses the specified capabilities, the unit cost and what is included, upgrade options available and at what cost, production rates that can be supported, length of time product has been on the market, quantities produced to date, prior or current customers with respective names and addresses thereof, including appropriate Points of Contact (commercial, government or military) and phone numbers, supporting commercial literature, warranty program information, and copies of commercial manuals for operation and maintenance. Companies who responded to CBD announcement 62, dated 8 September 1995, or announcement 38, dated 17 April 1996, need not duplicate information provided previously. -3- Offerors are advised that solicitation(s) resulting from this announcement may include a requirement for offerors to demonstrate NDI equipment offered, or for offerors to provide NDI equipment for Government evaluation, at the Government's option. -4- Interested parties must indicate whether they are Large Business, Small Business, Small Disadvantaged Business, or an 8(a) firm. -5- This is not an RFP, a promise to issue an RFP, nor will the Government pay for information received in response to this synopsis. Acknowledgment of receipt will not be made nor will telephone inquiries be honored. If proprietary data is submitted in response to this synopsis, it will be protected when so designated by the offeror. A procurement, if any, resulting from this synopsis will be separately synopsized by RFP in the CBD. -6- Interested parties should upload their responses to this Information Sought Synopsis by 1300 Eastern Standard Time (EST) on 11 December 1996. Responses to this synopsis uploaded on the SPAWAR BBS must contain ''hfrg'' plus three other characters of your choice (i.e. ''hfrgxxx.doc'') as the uploaded file name. Written responses (2 copies) should be addressed to Commander, Space and Naval Warfare Systems Command, ATTN: Larry MaLuary, Code 02-32L, 2451 Crystal Drive, Arlington, VA 22245-5200 and must be received no later than 1300 EST on 11 December 1996.
