SINCGARS System Improved(SIP) Ground Intergrated Communications
Security(ICOM) Receiver-Transmitter(RT), RT-1523 C/D,Radio Frequency
Power Amplifier(RFPA), AM-7238 A/B, and the Vehicular Amplifier Adapter
(VAA),AM-7239 C/D. Production quantity ranges for FY 97 and FY
98(Option) are 25,000 to 35,000 RT's 18,000 to 25,000 RFPA's and 16,000
to 25,000 VAA's. The production quantity ranges for FY 99(Option) are
0 to 35,000 RT's 0 to 20,000 RFPA's and 0 to 20,000 VAA's. Requirement
also includes provisioning spare parts and warranties. In this
requirement the Government is interested in achieving enhancements over
the baseline system in specific areas. These areas are: Reducing the
Soldier's Load, Reliability, Current Drain, Improved Digitization of
the Battlefield and Future Growth Potential. Delivery must begin within
16 months of contract award to meet SINCGARS fielding requirements.
Acquisition to be a restricted competition between ITT Aerospace
Communications Division (ITT AC/D), Fort Wayne, IN, and General
Dynamics Land Systems Tallahassee Operations(GDLS), Tallahassee, FL.
IAW 10 USC 2304(c)(1), FAR 6.302-1 (a)(2)(ii). Best value decision will
be made by the Government to determine single award between the two
contractors. A draft RFP is currently posted on the CECOM Electric
Bulletin Board(EBB). A final version will be posted on or about 11
