Contracting Officer. SOURCES SOUGHT: The U.S. Army's Simulation,
Training and Instrumentation Command (STRICOM) is considering
procurement of an Objective Instrumentation System (OIS) for the
National Training Center (NTC) at Fort Irwin, California. Operational
requirements for the desired instrumentation system are given in the
Operational Requirements Document (ORD) dated 2 May 1995. The ORD for
the NTC-OIS contains the most detailed description of the requirements
yet generated. The ORD may be view via the STRICOM Home Page at
www.stricom.army.mil under Procurement Information. No specific
Statement Of Work (SOW) is available. Interested sources are requested
to note that the ORD requires a total replacement of the current NTC
instrumentation system. The successful instrumentation design would
take into account spectrum constraints, digitization, systems
integration, NTC infrastructure (to include fiber optics and land
extension), CTC training requirements, and 21st century
state-of-the-art technology. It is anticipated that some components may
be made available as Government Furnished Equipment (GFE). GFE may
include any current NTC system component that could meet the OIS
requirement. The GFE is provide as is, and may require extensive
modification to meet the needs of the OIS. Conversely, R&D may
determine that the best approach will be to forego any use of current
or scheduled instrumentation systems components for the purpose of the
OIS. If it is determined that a commercial procurement best meets the
Government's needs, it is anticipated that a formal Request For
Proposal would be issued late-1998, with award in early 1999. Activity
in the interim will consist of fact finding, concept development,
market research and studies, and ''white paper'' submissions.
Interested and qualified concerns are invited to submit initial
responses to the Government by 6 December 1996. Updates and final
responses are to be received by 15 February 1997. Electronic responses

if so desired should be sent to the following address: Commanding

informational updates on this program to all interested parties via
electronic means only. Responses should include, as a minimum, the
following information: 1) A concept of a proposed NTC-OIS, capable of
satisfying this requirement inclusive of: a. Cost Estimates (if
available). b. Identification of commercial items or nondevelopmental
items that could be incorporated at the component level. c.
Identification of customarily practices regarding warranties, buyer
financing, discounts, etc., under which commerical acquisition
practices could be used for the procurement of the NTC-OIS. If it is
the opinion of the respondee that commerical practices are
inappropriate for this requirement please include rationale. 2) An
understanding of the requirements outlined in the ORD. 3) Technical and
Managerial Qualifications (experience, facilities, staffing, etc.); 4)
Past performance on government contracts of like or similar nature (if
applicable); 5) Whether your company plans to bid as a prime or a
subcontractor; 6) The size and status of your company (based on SIC
Code 3699 and the related Small business size standard of 750
employees). This announcement does not constitute a request for
proposal, but is solely for the purpose of planning by surveying the
market for qualified sources interested in the above requirement. No
formal solicitation is available at this time. The Government reserves
