Contracting Officer, (210) 536-6686. LISTING OF INFORMATION SOUGHT: The
Human Systems Program Office is interested in identifying who within
industry has the capability to complete either: tasks 1-4, or tasks 1
through 3, or task 4. (1) Design aircraft modification and modification
kits for the AC-130U, AC-130H, MC-130E, MC-130/P, and EC-130E to supply
28 VDC (Volts Direct Current) aircraft power, ground, circuit breaker
protection, and interface cabling to the ANRS at each crewmember
communication position. The designed modification shall ensure clean,
clear, intelligible communications and allow the use of the H-157/AIC
standard headset as well as the ANRS. The design activity shall plan
and conduct C-130 aircraft surveys. The design activity will also
identify and acquire the necessary technical data (aircraft drawings,
technical manuals, etc.) to support the design effort. Information
collected from each survey and technical data shall be utilized to
develop the modification package for each C-130. The design activity
shall deliver a final modification package for each C-130. The final
modification package shall contain all installation instructions, build
to drawings for mod kit procurement, and aircraft drawings (envelop)
showing ANR mod interface with aircraft, parts lists, etc. necessary
for kit installation and kit procurement without recourse to the design
activity. (2) The design activity shall: a)provide kits for each C-130
trial installation, b)accomplish a Kit Trial Installation on each
C-130, to include aircraft scheduling with the Air Force, c)write the
Time Compliance Technical Order (TCTO) describing the kit installation
and support kit proofing. (3) Contractor will be responsible for
correction of deficiencies resulting from the trial installation and
kit proofing. These deficiencies shall be corrected and incorporated
into the final modification package and TCTO. Identify all aircraft
drawings affected by the ANRS modification for each C-130. (4) Perform
kit proofing/verification with the first production kit and install
modification kits using Contract Field Teams on the above C-130s at 6
locations (Hurlburt Field, FL; RAF Mildenhall, UK; Kadena AFB, Japan;
Kirtland AFB, NM; Duke Field, FL and Middletown, PA). The objective of
this announcement is to seek information and identify potential
industry sources that exhibit the capabilities to satisfy the tasks
identified herein. INTERFACE REQUIREMENTS. Operating requirements for
ANR are specified in the CIDS (#146001). The ANR configuration is also
