The 38th Logistics Squadron has a requirement for nonpersonal services
for operation, maintenance and recurring support services of the base
telephone system at Fairchild AFB WA. The proposed contract is for a
base period with four option periods totaling approximately 60 months.
The system consists of an MSL 100 Supernode Switching System (Host
Switch) with BCS33 software, an AT&T Spirit 2448, an Eagle One, an NEC
NEAX 2400 IMS (Billeting Private Branch Exchange), the main
distribution frame, inside and outside cable plants, ancillary
equipment and customer premise equipment. There are both commercial and
Defense Switched Network (DSN) trunks, access to FTS 2000, hot lines,
data circuits, radio circuits, key systems and crash nets. The MSL 100
Supernode is equipped with approximately 5957 lines, 348 analog
trunks, 41 digital trunk interfaces and is wired for 10,240 lines.-
Foreign participation is permitted only at the subcontractor level.
Copies of the solicitation will be provided to foreign firms only in
order that they may pursue subcontracting opportunities. All
responsible domestic offerors may submit proposals . Sources responding
to this synopsis must indicate, in writing, whether they are large or
small, disadvantaged or women-owned, and whether they are a U.S. or
foreign owned/controlled business. For this acquisition, a concern will
be considered small under SIC 7378 with size standard of
$18,000,000.00. Based upon market research, the Government is not using
the policies contained in Part 12, Acquisition of Commercial Items, in
its solicitation for the described supplies or services. However,
interested persons may identify to the contracting officer their
interest and capability to satisfy the Government's requirement with a
commercial item within 15 days of this notice. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

with issues or problems that have previously been brought to the
attention of the program manager and/or the contracting officer and
could not be satisfactorily resolved at that level. Only companies who
