The National Science Foundation (NSF) currently has a system for maintaining an address database of approximately 57,000 records compiled from sources within NSF and from other, leased commercial lists. There are 176 mail list ID codes used for generating mail lists; each list ID code represents a defined area of interest and is used to target distribution of material to the proper audience. A significant portion of the records are tagged with more than one mail list ID code. Monthly data entry tasks average 50 new record inputs, 50 deletions, and 200 modifications. Label jobs average 35 requests monthly, with an estimated 80,000 labels generated. Approximately 75% of the jobs are for less than 2,500 labels. The largest single job typically does not exceed 30,000 labels; the smallest might have as few as 50 labels. These jobs typically consist either of 4-up Cheshire or 1-up pressure-sensitive labels. NSF had awarded contract no. DAS-9223123 to Prolist, Inc. of Olney, MD for designing, providing, and operating a mail list management system that would accomplish the aforementioned mail list tasks. This contract had been awarded as a small business set-aside using full-and-open competitive procedures. Under the terms of the contract, Prolist designed the mail list management system, provided the requisite hardware and software, and provided mail list services. Prolist made weekly pickups of requests for services at and deliveries of labels to NSF. The system also provided for remote access by NSF staff for submitting requests for services, performing records maintenance, and printing small label jobs onsite (at NSF). Prolist also performed system maintenance functions, such as database records input, deletion, and correction; database backup; duplication checks; mail list maintenance; and integration of commercially leased mail lists. NSF has determined that it requires the services described herein for an additional three years. The annual cost of services is not expected to exceed $32,000. NSF believes that using the system currently in place is the only reasonable alternative for meeting its requirements because replacing the current system would entail unwarranted additional costs, duplication of efforts, relearning, and unacceptable delays. Based on the foregoing, NSF intends to procure the required services using simplified acquisition procedures authorized under FAR 13.103, and will solicit and negotiate with only one source as authorized under FAR 13.106-2(a)(7). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (0319)
