This is a combined synopsis /solicitation for commercial items prepared in accordance with Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Bids are requested. A written solicitation will not be issued. In responding to this Invitation for Bids, bidders must refer to solicitation DTCG39-97-B-EPA002. This solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 90-42. The Sic Code for the services to be acquired is 7011. The small business size standard is $5.0M. Bids for the following items are due at the CGA Contracting Office by 2:00 p.m. on 12/5/96, (faxed bids will be accepted at (860) 444-8299). Period of Performance: Approximately 1/27/97 through 9/30/97. A Requirements Contract will be awarded as a result of this solicitation. A Pre-Award Survey will be conducted. An estimated 940 rooms will be needed for the season. The hotel shall be within the city limits of St. John's, Newfoundland. The hotel shall be within walking distance (3 km) of a shopping mall or downtown shopping district. Rooms shall be in good repair (with floor, ceiling, and wall coverings intact; mechanical, electrical, and plumbing systems operating normally; door locks working) so as to provide safe, clean, quiet and comfortable quarters. The contractor shall ensure the hotel and hotel rooms conform to all applicable local safety ordinances (i.e., smoke detectors, fire extinguishers, and safety inspections). Specifically, the following items are minimum requirements for each room: a. Double room with 190 square feet of living space (excluding bathroom and entry). b. Heating and ventilation controls to allow room occupants to adjust temperature and humidity so as to attain a comfortable room environment (20-25C). The hotel shall provide portable fans if the heating and ventilation controls cannot keep any room's temperature below 25C. c. A quiet environment conducive to rest - if the hotel includes a facility used for entertainment or receptions (e.g. lounge, nightclub or ballroom), the rooms shall be sufficiently insulated or at sufficient distance so that the occupants are not disturbed by the noise associated with that facility or with the noise associated with people accessing that facility. d. Lighting which is adequate to comfortably accommodate clerical work throughout the day and evening; a capacity for a reduced level of lighting to allow one occupant to read without disturbing the other occupant. e. Two full beds with firm and comfortable mattresses (sofa beds are not acceptable). f. Four deep (not less than 5 inches) clothes drawers providing overall storage of not less than 1.25 cubic feet each. (or overall storage of 5 cubic feet). g. One hanging clothes closet. h. A desk, table of similar work space to allow for the accomplishment of clerical work. i. Color TV with cable service. j. Private three fixture (bathtub with shower, sink, toilet) bathroom; facilities must provide adequate supply of hot water throughout the day including periods of peak demand. k. Daily maid service providing the normal hotel services including, but not limited to; making beds, providing clean towels and washcloths, vacuuming, removing trash,ensuring that the room and its attributes are clean and serviceable. l. Telephone with direct dial local and long distance. m. One refrigerator with one cubic foot of storage space. At least one waitress-service restaurant shall be opened for breakfast daily by 0700 within 1 kilometer of the hotel. Fast food establishments arenot acceptable. The hotel shall be willing to accept American Express for credit charges. The hotel shall provide currency exchange (U.S. to Canadian) at a rate which is within $.05 per dollar of the rate provided by local banks within the city of St. John's. The following room usage is planned by the International Ice Patrol from approximately 27 January 1997 to 11 September 1997. Reservation dates and number of rooms may change depending on aircraft scheduling, environmental conditions, and the severity of the iceberg season. More or less rooms may be required and dates may be shifted and/or shortened by several days. The contractor will be given at least 24 hours advance notice by the Contracting Officer's Representative (COR). If unusual circumstances occur where the Government cannot give 24 hours notice, the contractor shall give its best effort to provide the required number of rooms but shall be under no obligation to provide said rooms.
