broad range of maintenance, repair, and minor construction work on real
property at Tinker AFB and its associated sites. The work is required
in support of 72 CEG/CEC, Base Civil Engineer (BCE) activities. The
contract will be an indefinite delivery-indefinite quantity type
contract and will include a wide variety of individual construction
tasks as identified in the Means Facility Construction Cost Data Book,
otherwise known as the Unit Price Book (UPB). During the contract
period, the BCE will identify a wide variety of individual construction
tasks required to complete each specific job, and Operational
Contracting will negotiate and issue individual delivery orders to the
contractor to complete those jobs. The contractor will be required to
furnish all materials, equipment, and personnel necessary to manage
and accomplish the projects. The contractor will be required to
maintain a management office on Tinker AFB in order to receive delivery
orders and provide other management services related to accomplishing
individual jobs. Individual jobs will vary in size and complexity. The
jobs will include tasks in a variety of trades, including carpentry,
road repair, roofing, excavating, interior electrical, steam fitting,
plumbing, sheet metal, painting demolition, concrete masonry, and
welding. The guaranteed contract minimum is $300,000 and the estimated
maximum is $10M for the basic period and $10M for each of the four
options. The total value of SABER delivery orders for the most recent
period under the current SABER contract at Tinker AFB is $9M, with the
tasks ranging from $2,000 to $300,000. The performance period will be
an eleven month basic period with four twelve-month option years. The
proposed contract will be a set-aside for section 8(a) contractors
located within the ten (10) district offices of the Dallas Region
(Region 6). Section 8(a) certification letters will be required at
solicitation closing date to be utilized in the initial competitive
range determination as only 8(a) certified offerors will be allowed to
propose. Contractors will be required to provide a performance bond in
the amount of 100% of total work-in-progress at any given time during
each contract period. An initial blanket performance bond in the amount
of $2.5M will be required at the start of the basic contract period
prior to any notice to proceed being issued. History reveals that total
work-in-progress for performance bonding has been approximately $6M.
Payment bonds will be required in the amount of 50% of total work-in-
progress at any given time (not to exceed $2.5M). An initial blanket
payment bond in the amount of $1.25M will also be required at the start
of the basic contract period. In addition to the performance and
payment bonding, the contractor will be required to provide a bid
guarantee bond in the amount of $2.5M which will remain with the
Government until the initial performance and payment bonds are
provided. Solicitation will use streamlined source selection procedures
in accordance with AFFARS Appendix BB and offerors will be required to
present an oral technical presentation in lieu of a written technical
proposal. Only offeror's corporate personnel will be allowed to
