P-3 Airborne Early Warning System (AEW): The U.S. Customs Service intends to negotiate on a sole-source basis with LOckheed Martin Aeronautical Systems Company, S. Cobb Dr., Marietta, GA, for the acquisition of one P-3 AEW aircraft, with an option to purchase one additional P-3 AEW aircraft, associated spares, manuals and system enhancements. The delivered system, which will consist of a GFE P-3B aircraft modified into the Customs Service AEW configuration through the integration of a Lockheed Martin APS-145 radar system, a TRAC A rotodome, and a computer driven, data handling and display system. To the maximum extent practical, this aircraft will be modified to the configuration of the Customs Service P-3 AEW #4 aircraft, S/N 5256. All hardware, firmware, technical documentation updates, and software for the P-3 AEW is to be provided as part of this acquisition. Additionally, the contractor shall be required to perform Phased Depot Maintenance (PDM) on the GFE aircraft. It should be noted that basic aircraft structural drawings and software coding are not owned by the Customs Service and are, therefore, not available. Interested offerors must submit sufficient detailed information regarding their technical ability and approach in satisfying this requirement to Customs within forty-five days of the date of this announcement so that Customs may assess not only the offerors's modification capability, but also the ability to meet the P-3 AEW specification and schedule.
