KYLE A., 202-508-8503 This is a combined synopsis/solicitation for
commercial items prepared in accordance with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation number is 1PI-R-0645-97 and this
solicitation is issued as a Request for proposal (RFP). The time for
receipt of proposals is Dec 5, 1996 at 1300 hours. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-42. The Standard Industrial
Classification code is 3599. Contract Line item is: Paper Tinter, 1
each. The Paper Tinter must be capable of attaching directly to a
''Harris 500M, 17'' Web Press''. The Paper Tinter will be comprised of
but not limited to the following components: The Paper Tinter must be
capable of operating without the use of external sources and be web
driven so that there is no mismatch of operating speeds. The tinter
must be capable of paper tinting using only water based inks, without
stretching paper and capable of tinting at speeds between 1200-1500
FPM. The tinter must apply water based inks and dry without the use of
external driers. The roller impressions must be automatic for any
thickness of paper and the operator should not have to adjust pressure
each time the tinter is used. The unit should be capable of changing
ink colors within 20 feet of paper roll out and should be able to
change colors automatically via a remote control unit, without the
operator manually performing a washup. The system should not be capable
of starting when the system is changing color. There should be a
minimum of six color tanks with a capacity of not less than eight
gallons each. The successful offeror will be required to install
equipment at site, provide any bolt up bracing or electrical hookup and
provide up to 24 hours of staff training. Offerors should provide a
written warranty statement with a minimum of 6 months and enclose
manufactures literature of proposed equipment and references of past
customers with similar or equal equipment. The paper tinter will be
installed by the contractor. Delivery of system is 45 day calendar
after award. Delivery and acceptance shall at Destination to UNICOR,
FPI, at USP, Leavenworth, Print Plant, 1300 Metropolitan Ave.,
Leavenworth, KS 66048. A Firm Fixed Price contract is anticipated. The
provision at FAR 52.212-1, Instruction to Offerors-Commercial, applies
to this acquisition. Clause 52.212-2, Evaluation-Commercial Items is
applicable. Evaluation procedures is: Past Performance and Price. The
Government reserves the right to make award on initial offer received,
without discussion. Offerors shall submit signed and dated offers,
either on a SF33, or letterhead stationary to Federal Prison
Industries, 320 First St. N.W., 4th floor, Attn: Bid Custodian,
Washington D.C. 20534 or overnight or express mail to 311 First St N.W.

Offers must be received by 1:00 PM, Dec 5, 1996 and indicate name,
address and telephone number of offeror, technical description of the
item(s) being offered in sufficient detail to evaluate compliance with
the requirements in the solicitation, terms of any expressed warranty,
price and any discount terms, remit to address if different than
mailing address, a completed copy of representations and certifications
at FAR 52.212-3, Offeror Representations and Certifications-Commercial
Items; acknowledgement of all amendments offeror must hold prices firm
in its offer for 60 calendar days from the date specified for receipt.
If offer is not submitted on a SF33, a statement specifying the extent
of agreement with all terms, conditions, and provisions included in the
solicitation. All offers that fail to furnish required representations
and certifications or information or reject the terms and conditions
of the solicitation may be excluded from consideration. Clause

or otherwise furnished to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract

after its receipt unless a written notice or withdrawal is received
