Reference Air Sovereignty Operations Center CBD Announcement, dated 7
Nov 96, issue number PSA 1770, located on page 26. The following
synopsis replaces the 7 Nov 96 ASOC NOCA in its entirety: ''The
Directorate of International Programs of the Air Force Materiel
Command's (AFMC's) Electronic Systems Center (ESC) plans to issue a
solicitation to select a contractor for the Air Sovereignty Operations
Center (ASOC) Program. The ASOC Program is a Foreign Military Sales
(FMS) Program for the Czech Republic, Hungary, Poland, Slovakia and
Romania. The basic contract will provide for delivery of an ASOC to the
Czech Republic, Poland and Romania. The ASOC contract will include
options for five (5) additional ASOCs. The ASOC program will provide
the Data Processing and Display Equipment (DPDE) and software necessary
to establish a military operations center that will support the
peacetime mission of air sovereignty. The ASOC, when used in
conjunction with national air defense assets, will provide the
capability to exercise sovereign control of national airspace. ESC
plans to issue the solicitation 27 Nov 96 and receive Offeror's
proposals 13 Jan 97. The ASOC Solicitation will be issued
electronically on the Hanscom Electronic Requirements Bulletin Board
(HERBB) www.hanscom.af.mil. Hard copies of the Request for Proposal
will not be available. Since the contract will require access to NATO
Confidential classified data, a copy of the appropriate DD Form 254
(Department of Defense Contract Security Classification Specification)
will be available on the HERBB. Contractors will need several NATO
Confidential documents prior to preparing their ASOC proposals. To
receive these NATO classified documents, please FAX your request to
ESC/IAK, Ms Christine Baron (617-271-7903 (FAX 617-271-3756 or 7873)).
Contractors are asked to verify on their written, faxed request, that
they are a US Contractor, have the necessary NATO Confidential
Clearance, the authorized ability to safeguard NATO documents, and the
approved procedures to handle these documents. Contractors will be
''NATO-briefed'', and certify to that briefing, before the NATO
documents are forwarded to them. Contractors are asked to identify a
Point of Contact, in their written NATO document request, for receipt
of classified information. An Ombudsman, Dr. Philip Panzarella, has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of the acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
