The Naval Undersea Warfare Center Division, Newport (NAVUNSEAWARCENDIVNPT) contemplates competitive award of a SUPPLY type contract that includes Cost Plus Incentive Fee (CPIF), Cost-Only Performance Incentive, Completion form contract provisions to obtain Design, Fabrication,Assembly, DEEP Ocean Installation, Testing efforts, and numerous data deliverables related to the replacement of an existing in-water and supporting shore system components of a weapons testing range located on Andros Island in the Bahamas. This is a BEST VALUE procurement for the AHRP program which stands for Atlantic Undersea Test and Evaluation Center (AUTEC) Hydrophone Replacement Program. The evaluation subfactors in descending order of importance are Technical Approach, Past Performance, and Management approach. The existing weapons testing range was installed in the 1960s and it is expected that the replacement of the existing range will be accomplished over a 30 month period of performance. The Range replacement ef forts should be accomplished by a Prime integrator who can provide a turn-key operation. The Government intends to make a SINGLE AWARD. We will be issuing a Request For Proposal (RFP) on an UNRESTRICTED basis on or about 02 DEC 96.
