This is a combined synopsis/solicitation for commercial items, prepared
in accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, proposals are being requested and a
written solicitation will not be issued. The solicitation, number
CS-97-011, is issued as a request for proposals (RFP). The
solicitation/contract will include all applicable provisions and
clauses in effect through FAC 90-42. Items to be acquired CLIN 0001,
Full spectrum trade entity data integrity solution, delivered as COTS
software, CLIN 0002, Optional software for the following additional
countries: Germany, United Kingdom, Italy, France, Hong Kong, China &
Taiwan, and Japan. CLIN 0003, Optional software
installation/verification and training support including presentation
of product features, functions, options and capabilities and hands-on
demonstrations of all tools. CLIN 0004, Optional Implementation and
optimization support including job flow and parameter customization and
test runs to ensure optimal system performance and accuracy in the US,
Canada and Mexico target domains. CLIN 0005, Optional Trade entity
data conversion and data quality/integrity maintenance strategy
planning support including conversion and maintenance process analysis
and design. CLIN 0006, Optional trade entity information and
relationship management environment support including defining and
implementing best practices in staffing and organizational approach,
job descriptions, process and standards definition and migration
strategy. Deliver f.o.b. destination to U.S. Customs Service
Headquarters, 1301 Constitution Avenue, Washington, DC 20229 no later
than 45 days after contract award. FAR 52.212-1, Instructions to
Offerors-Commercial Items, and FAR 52.212-2, Evaluation -Commercial
Items, applies to this acquisition. Award will be made to a technically
acceptable, responsible offeror at fair and reasonable prices. Provide
descriptive literature, commercial price lists and other pricing
information and policies, and owner's manual with maintenance
procedures as part of the proposal. CLIN 0001 Consists of five tools:
(1) volume/batch data 'scrubbing' software tool, (2) volume/batch data
'matching' software tool, (3) transaction 'scrubbing/matching' tool,
(4) interactive 'scrub review' tool, (5) interactive 'match review'
tool. Tool (1) accepts free-form, name and address (trade entity
identifier) data, extracts and assesses the quality of standard name
and address elements, standardizes common terms, and produces formatted
identifier, name and address output. Tool (2) accepts free-form trade
entity identifier, name and address data, and produces linkages which
identify logical duplicates, individual households and corporate
families, must be able to match using name and address, name only, and
address only, must support optional user-defined match criteria, such
as account number and date of birth, must not require that data be
passed through the scrub tool before matching. Tool (3) accepts one
trade entity presentation instance, scrubs the indentifier, name and
address data in a manner consistent with the batch 'scrubbing' tool,
extracts key tokens for retrieving candidate match records, and matches
the candidates to the presented instance in a manner consistent with
the batch 'matching' tool. Tool (4) presents scrub reject records for
correction, or referral to an information specialist, by clerical
personnel. Tool (5) presents match review records for resolution. Tools
(1) and (3) must be able to process US, Canada and Mexico trade entity
data with less than 10% reject rate and less than 1% passed error
rate, Tools (1), (2) and (3) must perform consistently on MVS, UNIX/AIX
and Windows NT platforms, Tools (4) and (5)must be accessible from a
Windows 95 workstation in one of the following modes, in order of
preference: Windows 95 OOUI Interface, MS-DOS Graphic Interface MS-DOS
Text Interface, IBM-3270 Emulation/CICS Block Mode Interface, must
perform consistently on MVS, UNIX/AIX and Windows NT platforms. Tools
(1) & (2) must install, deploy and execute as a turnkey product, with
no source code modification required. Tool (3) may require source code
development to implement. The software must be integrable or callable
from C, C++, and COBOL applications running under EDI transaction
batch, CICS and other TP monitors. Tools (4) and (5) must support
resolution of referred records by an information specialist. CLIN 0002
Tools (1),(2) & (3) If Region and/or Country specific tables and/or
dictionaries are used, support for the following additional countries
must be available on an order basis, within a 30 day turnaround:
Germany, United Kingdom, Italy, France, Hong Kong, China & Taiwan, and
Japan. 52.212-3, Offeror Representations and Certifications-Commercial
Items; 52.212-4, Contract Terms and Conditions-Commercial Items, and
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items will apply to this RFP. The
following FAR Clauses in paragraph (b) of FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, will apply to the resultant contract:
52.203-6, 52.203-10, 52.219-9, 52.222-26, 52.222-35, 52.222-36,
52.222-37, 52.225-3, 52.225-9, 52.225-18, 52.225-19, and 52.225-21. All
offerors must include a completed copy of FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items in its response to
this RFP. Standard Industrial Classification Code is 7372, size
standard is $18 million. See numbered Note 12. Because this is a
commercial item, FAR 12.603 (c)(3)(ii) will be used for establishing
the solicitation response time, rather than the time established in
Note 22, which in this instance is not applicable to this commercial
acquisition. Offers are due to the Contracting Officer on December 5,
1996, 3:00 p.m. EST at the U.S. Customs Service, Procurement Division,
Room 4210, 1301 Constitution Avenue, Washington, DC 20229. The
following clause is added to the solicitation by addenda: TAPR
1046.673, Inspection, Acceptance, and Receiving Reports. All
responsible sources may submit an offer which will be considered.
