The Bureau of Reclamation has a requirement for providing principal author services to the Western Water Policy Review Advisory Commission. The required services will entail the integration of final analytical reports from a myriad of current western water projects into a comprehensive final Commission report. It is Reclamations belief that Professor Dan Tarlock, Chicago Kent College of Law, Illinois Institute of Technology, Chicago, IL, is the only individual capable of providing these services based on the fact that this individual possesses unique interdisciplinary knowledge of the western water policy issues to be analyzed; has a special combination of both broad and specific knowledge about a very wide range of critical resource and governance issues paralleling Commission natural resource interests; and is a noted widely published author with the stature, direct experience, and diplomacy necessary to unify the Commissions diverse deliberations into a major highly credible report. This is not a formal solicitation. However, concerns that respond shall provide detailed data concerning their capabilities to provide these services.
