(205) 895-1171 (Site Code DACA87) The U.S. Army Engineering Support
Center, Huntsville, intends to award a sole source contract for
instructional services for the training courses entitled ''Welding
Design'' and ''Welding-QV.'' The basis for this action is 10 U.S.C.
2304(c)(1). The justification for this sole-source action is that it is
impractical to attempt to solicit open-competition for the revision and
instructional services for these courses because Hobart School of
Welding has been teaching this course for the last 12 years and no
other firm has bid on this contract during that time. Offeror shall
provide (other than those provided by the Government) all services,
personnel, facilities, materials, training aids, and lodging necessary
to develop, administer, and instruct this course of instruction.
Welding Design teaches the student, with a limited knowledge of welding
or no background in welding, to create and draft replacement designs,
to redesign or reinforce welding designs, and to communicate this
information to field personnel. All sessions will be conducted at the
Contractor's facility. Welding Design dates are 5-9 May 97; optional
session FY98 - 4-8 May 98; and optional session FY99 - 3-7 May 99.
Welding-QV teaches the student to interpret the various methods and
techniques employed in weldments assuring the quality of welds.
Welding-QV dates are as follows: 3-7 Feb 97, 3-7 Mar 97, and 31 Mar -
4 Apr 97. Optional session FY98 - 2-6 Feb 98, 2-6 Mar 98, and 30 Mar -
3 Apr 98; and optional session FY99 - 1-5 Feb 99, 1-6 Mar 99, and 29
Mar - 2 Apr 99. Offeror shall provide a staff that is experienced in
developing/revising, administering, and instructing short courses of
instruction. The instructor staff for Welding Design will consist of
two to five instructors. Instructor staff for Welding-QV will consist
of two to four instructors. Other technical evaluation criteria will be
set forth in the solicitation. This is not a formal solicitation. The
synopsis of intent to award a sole source contract is not a request for
proposals/offers. Contractors who can provide the U. S. Army
Engineering Support Center, Huntsville with the above services to
revise student course materials and instructor teaching materials, and
administer and teach the course as specified above are invited to
submit in writing an affirmative response which includes, as a minimum,
the proposed credentials and qualifications, any applicable pricing
data, and any additional information indicating a bona fide ability to
meet this specific requirement. All responsible sources may respond to
this synopsis, and all such responses will be considered by the agency.
If no written responses are received within 15 calendar days, a sole
