VA 22245- 58 -- COMMERCIAL AFOAT TELECOMMUNICATIONS SERVICES (ATS) POC Lt.
Courtney Turner, 02-33, 703-602-0641. Synopsis No. 07. The Space and
Naval Warfare Systems Command (SPAWAR) seeks sources for and is
planning to acquire Afloat Telecommunications Services. The ATS will
implement voice and data services on ships at sea by employing vendor
provided ship to shore commercial frequency band satellite
communications (SATCOM). ATS will provide bulk data data transfer, long
distance voice/data/fax/STU-III and ISDN service capabilities. The
statement of work and statement of requirements will describe the
telecommunications services for three types of telecommunication
service: Service Type A provides bulk capacity for end-to-end
transmission of military and other user (i.e. personal use) aggregates
of voice, video and/or data to specified Navy shor or vendor
locations. Service Type B provides official-use long distance two-way
dialing voice, fax, data modem or STU-III secure voice service. Service
Type C provides long distance two-way dialing ISDN services. All ship
to shore STACOM links will implement military or commercial encryption
of the transmitted aggregate bit stream unless specifically exempted.
There are three shipboard categories: category 1 is specified for
large ship high capacity users typically requiring dedicated bulk
capacity, category 2 is specified for ships with medium capacity users
typically requiring on-call or per-use services, category 3 is
specified for ships with medium capacity users typically requiring
on-call or per-use services with mission restrictions. The ATS will
service naval ships and will cover a period of up to ten years under
the intended competitive, indefinite delivery, firm fixed price
contract . The Standard Industrial Classification (SIC) is 8711.
Potential offerors must possess a CONFIDENTIAL clearance. U. S.
Companies Only (NOFORN). DRAFT pre-solicitation technical information
(specification, statement of requirements, contract data deliverables
requirements, contract line items) should be posted on the SPAWAR
electronic bulletin board system (BBS) commencing on/about 21 November
1996. Written comments are requested within 10 days of the date that
the draft technical information is first posted to the BBS. A DRAFT RFP
will also be posted on the BBS on/about 25 November 1996. A
pre-solicitation conference will be conducted prior to RFP release
on/about 5 December 1996 at SPAWAR/NCCOSC, San Diego, CA. Further
details regarding this conference will be placed on the SPAWAR BBS.
SPAWAR anticipates issuance of the formal RFP in January 1997 with a
targeted award in April 1997. Since Small Business (SB) Small
Disadvantaged Business (SDB), and 8(a) firms are a major concern of
SPAWAR, all respondents should indicate their status as a SB, SBD, or
8(a) or the extent to which they could include SB/SDB or 8(a) as a
significant part of a resultant procurement. SPAWAR intends to use its
BBS for pre-solicitation information and for the issuance of any
resultant requests for proposals (RFP). The SPAWAR BBS may be accessed
from personal computers (PC) or Macintosh (MAC) computers by calling
(703) 602- 9494. The Bulletin Board operates at 14,400 baud with a
setting of 8:N:1. The file will be in either MS Word 6.0 format or
Wordperfect 6.0 format. The file will be compressed by a shareware
program, PKZ204G.EXE. The file will be on the Draft File Library. To
download this file, the prospective offeror will need, at a minimum, a
PC or MAC with modem support software that supports VT100 or ANSI
standard, a modem that operates between 300 bps - 14.4K bps and a
minimum of 1.5 Mb free disk space. All offerors are encouraged to
provide answers to an electronic questionnaire concerning electronic
contracting. The bulletin board will be available 24 hours a day, seven
days a week. However, as demand of the bulletin board may be heavy at
times, it may be necessary to call repeatedly or during non-business

of the Afloat Telecommunications Services information and do not have
access to a modem may bring a formatted high density, 3.5 inch disk to
the Contractor Liaison Branch, Space and Naval Warfare Systems
Command, 2451 Crystal Drive, Arlington, VA 22245-5200, room 201 between
the hours of 7:30am and 4:00pm Mon-Fri. Interested firms are invited to
submit their responses to the sources sought in writing to the Space
and Naval Warfare Systems Command, 2451 Crystal Drive, Arlington, VA
22245-5200, Attn: LT Courtney Turner, 02-33E by 15 December 1996.
Respondants should submit two (2) copies of their qualification
packages. Responses should include brochures, drawings, and other
substantive information demonstrating the contractor's ability to
provide the aforementioned requirements. Please do not upload comments
to the SPAWAR bulletin board. Proprietary data submitted in response
to this synopsis will be protected when clearly identified as such.
