Poc Jim Bannister, Contract Specialist, 202/514-0017. This synopsis announces the solicitation for the contemplated Special Purpose Processing Equipment (SPPE) contract. This procurement will be a completed contract limited to participants in the 8(a) program. The SIC code for this procurement is 7373. The solicitation will be provided on 3 1/2'' high density floppy diskettes in Microsoft Word 6.0, and Microsoft Excel 5.0. Paper copies of the solicitation will not be provided. The solicitation will be available on or about 3 December 1996, and responses will be due on or about 3 January 1997. The INS will not pay for information received in response to this request for comments, nor will the INS compensate any respondent for any cost incurred in developing the information provided to the INS. Information submitted will not be returned. Telephonic inquiries will NOT be accepted. The requirement will be comprised entirely of commercial items and services. This procurement is being conducted in accordance with commercial acquisition procedures prescribed in Parts 12, 15, and 19 of the Federal Acquisition Regulations (FAR). The following evaluation factors of equal weight will be considered in making the award: (1) Experience and Past Performance, (2) Technical Excellence, and (3) Price. The anticipated contract will be awarded to the offeror providing the best overall value to the government. The SPPE solicitation is intended to satisfy the INS's requirements for Special Purpose Processing Equipment and associated peripherals. The contract resulting from the final solicitation will allow for the procurement of commercial items and services in the following categories: computer workstations, periferals (printers, monitors, tape drives, etc.) notebooks, laptops, and pen based computers, server components and systems, imaging and scanning equipment, fingerprint scanners with matchers, airport security kiosks, bar coding equipment, voice recognition equipment, leading edge computerized tracking and identification systems, CS ROM jukeboxes and other optical technology, office and other special purpose FIP equipment. INS plans to award a firm fixed price, IDIQ contract with a base year and two one year options with a total value of $100m. Delivery orders will be issued for the specific hardware requirements.
