Volpe National Transportaton Systems Center intends to award multiple
task order contracts in the area of safety and security systems. These
contracts will assist the Volpe Center in providing technical expertise
and assistance to multiple federal, state, and local governement
agencies on matters relating to safety and security systems to include:
intrusion detection systems, access control sytems, closed circuit
television (CCTV) systems, security related lighting systems, explosive
and weapons detection systems, human factors issues, command and
control centers, crisis management and emergency response, and operator
training. Technical assistance may include: 1. the review and
evaluation of existing systems relative to potential vulnerabliities
and system effectiveness; 2. security system survey/studies with
recommendations for the system reconfiguration, enhancements and
replacements, 3. the development and/or review of electronic security
system design/specification/drawings/plans/submittals; 4. the
installation/integration of electronic security equipment and
procedures; 5. the formulation of safety and security policies,
procedures, and management information; 6. the development and/or
review of test procedures; 7. training and maintenance manuals.
Emphasis will be on security systems and technologies related to
transportation facilities and operations in all modes, including;
aviation, rail, marine, mass transit, highway and pipeline. Written

Department of Transportation (DOT), Office of Small and Business and
Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
