DESIGN SERVICES FOR MISC. CIVIL AND MILITARY WORKS PROJECTS NATIONWIDE,
ALTHOUGH PRIMARILY FOR USE WITHIN TULSA DISTRICT BOUNDARIES POC

Ave., Tulsa, OK, 74128, 918-669-7038 1. CONTRACT INFORMATION: A minimum
of two Indefinite Delivery Contracts will be awarded for Miscellaneous
Planning, Environmental, Economic, Social, and Engineering Services
for Military and Civil Works Projects. This procurement is
unrestricted. The total cumulative amount for this indefinite delivery
architect-engineer contract will not exceed $750,000 for the first
1-year period. Delivery orders under these contracts will not exceed
the total amount for the base year or the option year. The contracting
officer may exercise an option to extend the contract for a second
1-year period with an additional cumulative amount not to exceed
$750,000. The contracts are anticipated to be awarded during the third
and fourth quarter of Fiscal Year 1997. If a large business is
selected for this contract, it must comply with FAR 52.219.9 regarding
the requirement for a subcontracting plan on that part of the work it
intends to subcontract. For your information, the subcontracting goals
for Tulsa District are 55% for small business, 8.5% for small
disadvantaged business, and 3% for women owned small business. The plan
is not required with the submittal. 2. PROJECT INFORMATION: Work under
this contract will include, but not be limited to, civil and military
works planning, water resource engineering, cost estimating,
environmental analyses, economic benefit analyses, public involvement,
biological investigations, cultural resource studies, and technical
report writing for projects for which Tulsa District has the mission
assignments. 3. SELECTION CRITERIA: See Note 24 for general selection
process. The selection criteria in descending order of importance are:
a. Qualified professional planners, water resource eningeers,
hydrologists, civil engineers (registered), environmentalists,
biologists, toxicologists, limnologists, archeologists, historians,
economists, sociologists, Geographic Information System (GIS) managers,
and technical writers with demonstrated expertise in the type of work
required under this contract. b. Specialized experience and technical
competence in (1) the preparation of planning studies and formulation
of alternative plans to satisfy water resource development needs; (2)
Environmental and special studies such as: identification and control
of water pollution, assessment of cultural resources, inventories and
assessment of environmental, social and economic conditions, flood
plain mapping, fish and wildlife studies, including threatened and
endangered species, hydrologic investigations, and the development of
models for alternative control systems for water pollution, flooding
and water supply. (3) Preparation of economic studies such as: flood
damage surveys, land use studies, agricultural and navigation studies,
economic and social impact studies, and economic feasibility studies;
(4) Development and preparation of designs, specifications and cost
estimates for water resource projects; (5) Adhering to local, state,
and federal environmental laws; (6) Utilizing Corps' planning and
design criteria; and (7) Design quality management. c. Capacity to
respond quickly, mobilize qualified personnel, and produce quality
results under short deadline constraints on multiple delivery orders.
d. Past performance on DOD and other contracts with respect to quality
of work, compliance with delivery schedules, and cost control. e.
Volume of DOD contract awards in the last 12 months as described in
Note 24. 4. SUBMITTAL REQUIREMENTS: See Note 24 for general submittal
requirements. Interested firms having the capabilities to perform this
work must submit one copy of SF 255 (and a SF 254 for the prime firm
and all consultants) to the above address no later than 4:30 p.m. on
the 30th day after the date of this announcement. If the 30th day is
Saturday, Sunday or Federal Holiday, the deadline is 4:30 p.m. of the
next business day. The SF 255 should specifically address the
requirements of this announcements. Responding firms are requested to
clearly identify those tasks to be performed in-house and at what
office, and those tasks to be subcontracted and at what office. In
Block 10 of the SF 255 describe the firm's quality control plan
including coordination with subcontractors. Also in Block 10, describe
the firm's G.I.S. capability. Cover letters and extraneous material
are not desired and will not be considered. Personal visits to discuss
this contract will not be scheduled. Solicitation/bid packages are not
