materials and perform all work for removing existing ballast,
insulation and built-up roof membranes and for installing new
insulation and single-ply EPDM membranes on roofs having surface areas
totaling approximately 5,000 square feet (465 square meters) on
buildings at Eisenhower and Snell Locks, near Massena, New York. The
work also includes repair of damaged/deteriorated roof decking, roof
drains and brick parapets, as required. The work is to commence on or
about June 1, 1997 and is to be completed by July 31, 1997. The price
range is between $25,000 and $100,000. Bid opening date approximately
January 14, 1997. $30 nonrefundable fee per set for plans, specs., and
drawings. The Invitation for Bids package may be requested by mail or
faxed to 315-764-3235 and must be received no later than 15 days after
Commerce Business Daily publication. No telephone requests. This will
be a Firm-Fixed Price Contract. This solicitation shall be issued in
accordance with the ``Small Business Competitiveness Demonstration
Program''. All responsible sources may submit an offer which shall be
considered by the Saint Lawrence Seaway Development Corporation. This

(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to $1.0 million per contract. The DOT provides an
80% guaranty on the bond amount to a surety against losses. Loans are
also available under the DOT Short Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
